NEW YORK, (JTA)—A reso-
lution urging the United States
Government to proclaim "speed-
ily and, publicly" explicit guar-
antees of Israel's political sov-
ereignty and territorial integ-
rity was adopted by the Zionist
Organization of America at the
conclusion of its two-day extra-
ordinary conference here.
Leaders who assembled from
all parts of the country ex-
pressed support of the princi-
ples enunciated by President
Eisenhower before the General
Assembly of the United Nations
to prevent direct or indirect
aggression in the Middle East
and to preserve the indepen-
dence of free nations.
The resolution said, "The
forthright action undertaken re-
cently by our Government in
support of the friends of the
West endangered by Nasserist
aggression and subversion mer-
its the fullest approVal and -en-
couragement of American pub-
lic opinion. We urge that this
policy be resolutely pursued in
relation to the free and demo-
cratic state of Israel."
Gov. Averell Harriman of New
York, addressing the parley,
said that the "acceptance of the
integrity of Israel by Arab lead-
ers" is an essential requirement
for peace in the Middle East.
Declaring' that recent events
"have intensified Israel's secur-
ity problems," Gov. Harriman
emphasized that "we cannot be-
gin to achieve stability in the
Middle East until Israel's posi-
tion in that area is fully recog-
nized. There must be no doubt
in the mind of Nasser and the
rulers of the Kremlin that any

attempt to destroy Israel would
bring an immediate response
from the United States and the
free world," he said.
At the same time as the Zion-
ist leaders sought guarantees of
existing frontiers, they made it
clear that Israel does not op-
pose the legitimate aspiration
of Arab nationalism. They noted
however, that Israel's statesmen
are deeply concerned with the
nascent imperialism personified
by Nasser.
Addressing the several hun-
dred Zionist leaders were Dr.
Emanuel Neumann, president of
the ZOA, and Rabbi Irving Mil-
ler, chairman of the American
Zionist Council.
Jacques Torczyner, adminis-
trative vice:president of ZOA,
.presided at the gathering, which
was comprised of members of
the national ZOA executive
council and presidents and key
leaders of . ZOA chapters
throughout the country.

Stick to Human Rights,
Klutznick Appeals
to Religious Leaders

CHICAGO—Religious leaders
were chided this week by Bnai
Brith president Philip M. Klutz-
nick for acting the roles of
"diplomats and statesmen . . .
politicians and military ex-
perts," instead of leading a spiri-
tual crusade for universal -hu-
man rights.
"Who will then lead the peo-
ple of the world to the only
sound basis for peace—the rec-
ognition that all men are broth-
ers?" he told the -16th congress
of the International Association
of Liberal Christianity and Re-
ligious Freedom meeting on the
University of Chicago campus.
Klutznick warned 500 dele-
gates, representing religious
groups from all over the world,
that United Nations statesmen
will not accept the primacy of
human rights as a force for
world peace "until people every-
where, and especially those in
the so-called enlightened na-
tions of the world, make this
an order of first urgency."
Addressing a session com-
memorating the tenth year of
the UN's Universal Declaration
of Human Rights he .told of his
personal experiences in last
year's UN General Assembly
where, as a member of the U.S.
delegation, he participated in
debate on enactment of huthan
rights covenants.

a Nachla—an agricultural set-

The information was made

farms in rural districts. Such
projects are considered econom-

significant politically as border
settlements in various areas of
the land.
