steady destruction of the civil

and social life in the Soviet
U n i o n, the Anti-Defamation
League of Bnai Brith reported.
This manifestation has been
accompanied by a nation-wide
anti-Semitic campaign in the
Soviet press and the continuing
repression of the religious life
of Jews, the League added.
The League's report, "Anti-
Semitism in the Soviet Union
Today," made public by Henry
Edward Schultz, its national
chairman, marks the tenth an-
niversary of the arrest of 450
Jewish writers, artists and in-
tellectuals who were shipped to
Soviet labor camps in 1948. Of
these, one group of 24 were
executed on Aug. 12, 1952. The
others have disappeared leav-
ing no trace and have either
died or been liquidated in the
work camps.
A key to the systematic ex-
elusion of Jews from Russian
life comes to light from latest
Soviet figures on Jewish mem-
bership in the Soviet " parlia-
ment now in the possession of
the League. Whereas in 1937
Jews constituted 4.1% of the
total membership, in 1958 Jew-
ish membership d r o p p e d to
3/4 of 1%.
Other statistics obtained by
the League reveal a consistent
effort by Soviet authorities to
degrade Jews in various fields
of Russian life, scientific, edu-
cational and war services—"as
if Jews did not exist there."
Equally significant, the report
deClared, are statistics in the
field of Soviet higher education.
Noting that the existence of a
quota "system against Jewish
students in Soviet universities
and technical and academic in-
stitutes has been widely re-
ported since 1955, the League
said there is good ground for
the belief that the barring of
Jewish applicants has been ex-
tended. This is due in part to
the increase in competition in
recent years for admission to
Soviet institutions of higher
learning.
With respect to religious re-
pression, the League noted, the
Khrushchev regime is continu-
ing in full force the old Stalin
policy of severely restricting the
number of synagogues available

The League noted that there
has been a gradual "accommo-
dation" between the Soviet re-
gime and the Russian Orthodox
and Moslem groups, but that
Jews have been treated "as a
special case and are forbidden
to have any country-wide reli-
gious and community associa-
tion."
Further, the League said,
Jews are "forbidden even the
minimal advantages" which
have been extended in the So-
viet Union to the other 100-odd
nationality groups, which have
been permitted to retain some
sort of cultural.

Ben-Zvi Thanks
U.S. Congress for
Israel Sympathy

JERUSALEM — The Presi-
dent of Israel, Itzhak Ben-Zvi,
paid tribute Tuesday to the
U.S. Congress for its long
record of sympathy for the
revival of Jewish people in its
ancient homeland and the re-
building of the state of Israel.
The Israeli statesman's re-
marks came in his reply to
U.S. Ambassador Edward B.
Lawson, at a ceremony in
which Lawson presented to
President Ben-Zvi the greet-
ings of both Houses of Con-
gress on the occasion of the
tenth anniversary of the Jew-
ish State.
This long-standing support,
Ben-Zvi said, was founded on
a spiritual bond between our
peoples, both of whom are dis-
tinguished by their love of
freedom and democracy, by
respect for honor of the in-
dividual and by their untiring
efforts for peace."
He asked the Ambassador to
convey his appreciation and
profound thanks for the mes-
sage of friendship and encour-
agement that the United States
Congress had seen fit to ad-
dress to Israel on the occa-
sion of its anniversary.

JERUSALEM (JTA)—Armin-
tore Fanfanh Italy's Premier,
will attempt to arrange a meet-
ing between Israel Prime Min-
ister David Ben-Gurion and Col.
Abdel Gamal Nasser, President
of the United Arab Republic,
the Israel daily, Haboker, said
in a report from its Rome cor-
respondent.
The report says that Premier
Fanfani decided to make the
effort after his meeting with
Mrs. Golda Meir, Israel's For-
eign Minister, last week. He
was understood to have told
Mrs. Meir that Italy would not
look favorably on any Israel
action aimed at preventing Jor-
dan's merger with Egypt or
Iraq.
