United Nations make an im-
mediate effort to solve the
Israel-Arab problems, as is-
sues that are basic to the
peace of the world, was made
to the special emergency ses-
sion of the United Nations
General Assembly by Frank
Aiken, Foreign Minister of
Ireland.
Declaring that the Arab
refugee problem was "the
greatest embittering factor be-
tween Israel and her neigh-
bors," and firmly repudiating
the idea that the situation
confronting the Arab refugees
was "the result of Israel's ac-
tion alone," Aiken proposed
that the United Nations under-
take a program of guarantee-
ing full compensation to all
the Arab refugees.
The proposal was greeted
with doubts from Israeli
sources, who indicated they
questioned the relevancy of
Aiken's proposals to the
Assembly debate. The Israeli
sources said that if and when
such proposals are placed on
the Assembly agenda, they
would be glad to discuss
them.
Conceding that such a corn-
pensation program would be
very costly, Aiken told the As-
sembly "we should remember
that even- if the most generous
terms were given to every refu-
gee, the total cost would be
much less than the damage
which. might be caused by a
single H-bomb."
He proposed that Israel be
"invited" to state how many
Arab refugeeS she would be pre-
pared to accept and how much
she would contribute to the
compensation scheme. Then,
Aiken continued, the Secretary
General of the UN, with the
assistance of the director gen-
eral of the United Nations
Relief and Works Administra-
tion for Arab refugees in Pales-
tine would arrange for the re-
patriation of the maximum pos-
sible number of refugees and
for full compensation—and not
merely resettlement—for the
remainder."
After the refugee problem
had been solved, Aiken de-

bly at this session adopt steps

tion of "violent propaganda and
incitement" in the area. He
said a propaganda truce at the
present moment would be help-

of self-determination for all
the states in the Middle East
and that . this right should in-
clude "the separate existence
or the right to unite or feder-
ate with one another."

Moscow Angling
to Keep Israelis
from Synagogues

JERUSALEM, (JTA) — The
Chief Rabbinate has received
several letters from Moscow
protesting the attendance of
members of the Israeli Embassy
staff there at religious services
in the Moscow synagogue.
The letters, an obviously in-
spired attempt to restrict even
further the limited possibilities
of the Israel Embassy to have
any contacts with the Russian
Jewish community, were pur-
portedly written by members of
the Moscow congregation. They
complained of the behavior of
the Israeli diplomats, accusing
them of disturbing the services
by loud talk and of desecrating
the Sabbath by smoking.
The letters were seen here as
opening guns of a campaign to
bar the Israeli diplomats from
the synagogue in an effort to
discourage Soviet Jews seeking
to emigrate to Israel. The Soviet
authorities, it was said, were
n o w apparently compelling
Jews to participate in this cam-
paign.
Last month, the Soviet au-
thorities permitted a group of
12 Russian Jewish tourists to
visit Israel. One of them has
already published an article in
the Soviet press describing the
"suffering of the new immi-
grants" and the "long lines of
people before the Soviet Em-
bassy seeking return to their
