tion of Syria by Nasser's
United Arab Republic con-
curred to make the 1950
declaration "not sufficient.'
The United Nations Charter,
she added, could not ade-
quately protect the territorial
integrity of Middle Eastern
states. "The most the General
Assembly can do," she re-
marked, "is to vote a resolu-
tion without having the power
to implement it."
Annexation of Jordan by the
United Arab Republic, Mrs.
Meir declared, "would con-
stitute a grave and dangerous
menace for Israel." In the
situation that would follow, she
pointed out, the United Arab
Republic would control all of
Israel's borders and even Is-
rael's "last friendly frontier,
the Mediterranean," through
its recently augmented sub-
marine fleet. Israel has ap-
pealed to all friendly countries
for arms with which to parry

Mrs. Meir disclosed:
Lloyd was on hand at London
Airport to greet Mrs. Meir on
her arrival from Rome — the
first time a ranking member of
an Israeli government came
here at the invitation of the
British government for political
talks.

Eisenhower's Special
Envoy Finds Talks With

PARIS, (JTA)—Special Presi-
dential envoy Robert D. Murphy
described his talks with Israel
Premier David Ben-Gurion as
"satisfying."

Differences for Israel
Seen Between
Hammarskjold's Plans
UNITED NATIONS, N. Y.
(JTA)—Major differences from
the point of view of Israel's
security were seen here be-
tween the plan on the Middle
East proposed to the emer-
gency session of the United
Nations General Assembly by
UN Secretary General Dag
Hajnmarskjold and the • plan
which will be proposed by the
United States at the UN As-
sembly.
Eban, accompanied by his
new deputy representative at
the UN, Arthur Lourie, Israel
Ambassador to Canada, called
on Guillaume Georges - Picot,
president of the Security Coun-
cil, to discuss the Council
agenda.
The Israel envoy repeated
his country's view that "the
only way we can foresee to
approach these (Israel-Arab)
problems is through direct
talks between Israel and the
Arab governments.
A proposal for creation of a

mission for the Middle East,

through Israel airspace, the
Israel government refused the
British request, but permitted
the American airlift which had
been scheduled to last only a
few days.
Israeli circles—saying noth-
ing officially—are known to be
considerably angered by the
"peace plan" offered to the
United Nations special emer-
gency session of the General
Assembly by Secretary General
Dag Hammarskjold.
Israelis consider the plan an
attempt by Hammarskjold to
divert the world's attention
from Col. Nasser's aggressian,
by transparently insinuating
that the actual threat to Jor-
danian integrity stems not from
Moscow-backed Nasserism but
from Israel. Israel was not con-
sulted on any such plan as pro-
posed by the Secretary General,
although the implementation
of any such plan is practicable
only with Israel's agreement.
Perturbed Israelis recall Ham-
marskjold's persistent- efforts
to whitewash Col. Nasser.

Murphy Sees
Peace 'Trend'

NEW YORK—Robert Murphy,
President • Eisenhower's special
envoy to the Middle East, ar-
rived here Tuesday night from
a round of talks with Middle
East leaders, with the opinion
that there was a "trend" toward
peace between Israel and the
Arab states.
Asked about the prospects for
such an end to the Israel-Arab
dispute, he said: "I would hope
that there would be chances for
improvement there," and added
that he felt there was a trend
in that direction among the Arab
countries. He said: "The trend
is mild, but something."
Murphy conferred with lead-
ers in Jordan, Israel, Iraq and
Egypt during his mission in the
Middle East.

Israel 'Here to Stay' Plan
Advocated by Eric Johnston
NEW YORK—Eric Johnston,
chairman of the U.S. Commit-
tee for International Economic
Growth, whose irrigation plan
for Israel and
was prevented
from being
put into effect
by Arab in-
ransigence, in
an article in
the New York
Times Maga-
z i n e Section
on Sunday,
referred to
"t h e notion,
Johnston
whipped up
by Arab propagandists, that the
Arab states will one day oblit-
erate Israel from the scene,"
and said that such propaganda
"will require time and patience
and education to undo its ef-
fects." He added:
"But right now, it must be
made indisputably clear by
the UN that Israel is here to
stay as a sovereign state and
that the world will not toler-
ate her destruction or dis-
memberment by force or
otherwise. This should be the
educational effort in the area
to overcome the harm already
done."
A three-point pro gram to
solve the Middle East program,
advanced by Johnston, calls
for an economic development
program, a stepped-up infor-
mational campaign "to expose
the deceit and duplicity of the
Soviet Union" and "a program
to resolve the Arab refugee
problems, including a loan for
that purpose to Israel through
the United Nations."
