LONDON (JTA)—Israel and
the West are "plotting against"
the Arab states, the Soviet
Union charged again in a Mos-
cow radio broadcast monitored
here.
The announcer said that
though Israel was not a mem-
ber of the Baghdad Pact, she
openly sides with the Western
Powers and gave American and
British troops the right of tran-
sit across her territory.
A commentator on a British
Broadcasting Corporation pro-
gram, reporting the Soviet
charges against Israel and the
Western Powers, called it an
"additional move in Russia's
anti-Semitic campaign."

Technion Introduces, Nation's Human
Management Course Resources Evaluated

HAIFA — The Technion, Is-
rael Institute of Technology,
announced the establishment of
a new department of industrial
and management engineering.
Added to existing faculties and
departments, this will be the
eleventh general area in which
the Technion offers study on
both graduate and undergrad-
uate levels.
Registration is now being ac-
cepted for graduate studies in
a two-year course leading to
the Master's Degree in Indus-
trial and Management Engi-
neering in the orientations of
Operational Analysis and Re-
search, Statistical Engineering
Analysis and Production Engi-
neering. This will be the first
time that a comprehensive pro-
gram of studies in industrial
management training, on a full
university level, will be offered
in this country.
The program which has been
developed calls not only for in-
tensive student training, but
also the setting up of an oper-
ational- analysis and research
group which will assist indus-
try, government and others by
investigating selected problems,
which have educational value,
on a professional basis. There
are also plans for the con-
ducting of seminars and con-
ferences during the year on
subjects of interest and use
in Israel's economy.
Most of the graduate courses
will be offered in the late
afternoon or early evening
hours, so that employed per-
sons may pursue the course of
study.
Senior staff members of the
new department are Associate
Professors Jules Cahan, Samuel
Eilon and Pinchas Naor. .
The program of graduate
studies of the new Department
was made possible by the
establishment of the NYU-ICA,
Israel program in Industrial
Management — under whose
auspices .Profs. Sylvain Ehren-
feld and Eugene Richman were
brought to the Technion. They,
together with Prof. Sebastian
B. Littauer, in cooperation
with members of the teaching
staff of the Technion, worked
out the new program. Profes-
sor Littauer is on leave from
Columbia University and serves
as vice president for academic
affairs at the Technion.
The program of studies will
commence in October of this
year.

Moscow Publication
Carries Israeli Letter
of "Gratitude" to Soviets
UNITED NATION S, N.Y.
(JTA) — Two Israelis, whose
names are given as Dr. Klinger
and Ruth Lubich, express their
"gratitude to the S u p r e m e
Soviet" of the USSR for "the
historic unilateral decision to
put an end to nuclear weapons
tests in the Soviet Union," ac-
cording to a letter in a leading
Soviet magazine distributed by
the Russian delegation to the
United Nations. The two sign-
ers are identified as president
and secretary, respectively, of
an Israeli organization whose
title is not given in the letter.
The letter appeared in "So-
viet Woman," a monthly mag-
azine published in Moscow in
Russian, English and seven
other languages. The Supreme
Soviet is congratulated, in the
letter, "on behalf of thousands
of Israeli women and children."
According to the letter, "our

Columbia University, Dwight
D. Eisenhower established the
Conservation of Human Re-
sources Project and named Dr.
Eli Ginzberg as its director.
The findings and conclusions
reached in the eight years of
project's research and study
are incorporated in Dr. Ginz-
berg's ''Human Resources: The
Wealth of a
Nation," just
published by
Simon and
Schuster.
This is a
most impres-
sive and illu-
minating eval-
uation of many
of the major
pr oblems
which disturb
our people to-
day. Why were
a million peo-
ple rejected
f or military
services in the Dr. Ginzberg
last war? What causes the
emotional and mental strains
upon so many among us? Dr.
Ginzberg's study is a guide to-
wards some solutions. It invites
public interest towards "help-
ing each citizen to realize his
maximum potentialities to con-
tribute to the well-being of
all."
Dr. Ginzberg, who is the son
of the late Prof. Louis Ginz-
berg, the author of "Legends
of the Jews," has applied his
skill as an economist and so-
ciologist to this study. His
"Human Resources" is an out-
standing work and a valuable
contribution to research in
fields of human endeavor and
to factual evaluations of the
resources of this nation.

WZO Proposes Action
by Israel Cabinet
for Mutual Interests

JERUSALEM, (JTA) — A
proposal that the president of
the World Zionist Organization
should have the right to raise
problems of mutual interest to
Israel and the Zionist movement
before the Cabinet of Israel,
has been prepared by a special
drafting committee of the Zion-
ist Actions Committee, it was
learned here. The Jewish
Agency executive was to discuss
the drafting committee's recom-
mendations.
Premier David Ben-Gurion
was reported to be willing to
accept the proposal but under
certain conditions. Cabinet ap-
proval in principle of a discus-
sion of the matter to be raised
by the WZO president, and that
the Zionist president would at-
tend a Cabinet session only on
invitation.
Meanwhile, a scheduled meet-
ing of the small Zionist Actions
Committee, policy-making body
of the world Zionist movement
between congresses, was post-
poned indefinitely because of
Middle East developments.

ORT Students in Poland
Claim Difficulties in
Finding Employment
VIENNA, (JTA) — About
100 students are already enrol-
led. in Lodz, Poland, for new
vocational training courses to
be opened by ORT in that city
in September.
At recent graduation exer-
cises in Lodz, students who
praised ORT for its vacational
training program complained
that they had difficulty finding
jobs and that, when they get
employment, their wages were
very low. The students voiced
demands that the Jewish com-
munity or the government sup-
plement their low wages during
the first few months of factory
employment, until they attain
