four-point policy for the pacifi-
cation of the Middle East was
offered by Gov. G. Mennen Wil-
liams of Michigan addressing
the Cleveland observance of
the tenth anniversary of the
State of Israel.
Gov. Williams' p o l i c y pro-
posals were for 1. A complete
cessation of arms shipments to
the Middle East from whatever
source; 2. Establishment of a
Middle East development fund
for all nations in the Middle
East; 3. Encouragement of pri-
