State Department Against Nixon's Visit to Israel

WASHINGTON — Vice Presi-
dent Richard M. Nixon. whose
travels in South America re-
cently provided news, almost
visited Israel last month in con-
nection with the 10th anniver-
sary celebration.
Nixon would have liked to
have attended the Israeli fes-
tivities as personal representa-
tive of President Eisenhower.
The government of Israel want-
ed him to come. Nixon believed
his appearance would have
further cemented Israel-Ameri-
can friendship and gratified
American Jewry.
But the State Department ad-
vised the White House that the
idea should be rejected. The
State Department, according to
reliable sources within the gov-
ernment, thought Nixon's pres-
ence in Israel would antagonize
the Arab States and be exploit-
ed by Communist propagandists.
Apart from the question
of Nixon's .participation in
the 10th anniversary festiv-
ities, the State Department
made a general policy deci-
sion to minimize official
American recognition of the
anniversary.
As a member of the "team,"
the Vice President quickly
heeded the Department's ad-
vice. Subsequently, a lesser Re-
publican political personality

sought to go but even he was
told to forget it.
Had the State Department
encouraged the idea it is al-
most certain that Nixon
would have greeted Israelis
throughout Isiael last month.
And he certainly would have
received a far different recep-
tion than he got in South
America. The Israelis would
have greeted him with great
courtesy and warmth.
Nixon's rise as a leading con-
tender for the 1960 Republican
Presidential nomination is wide-
ly acknowledged. A contender
for the Democratic nomination
is Massachusetts Senator John
F. Kennedy.

member of the Senate Foreign
Relations Committee, recently

Sam Levenson, in a recent
article, says that television—
far from sending culture "back
to the dark ages"—has, ins-
tead, offered programming that
is "rich and stimulating."
Writing in TV Guide, Leven-
son claims that objectionable
material can be tuned out with
the touch of a dial and there
are enough programs of merit
so that anyone who so chooses
can watch them. He suggests
that some school assignments
be tied in with certain TV pro-
grams, letting the television
set's allure for children aid,
rather than hinder, education.
He further proposes that
there be high school courses
evaluating television, as there
are courses in other entertain-
ment and artistic media.
In conclusion, he says of
television, "every new inven-
tion takes its toll of victims
before we can learn to use it
for the good of man. Such has
been the history of gunpowder,
sewing machines, electricity,
automobiles. Now it is true of
television and the atom bomb."

us dispel for once and for all
the myth that without Israel
there would somehow be a nat-
ural harmony throughout the
Middle East and the Arab
world."
He pointed out that "we have
not, as many c h a r g e, mort-
gaged our policy in the Middle
East to Israel. We have rather
taken the prudent course on
this position of strength, inter-
nal stability and democratic
outlook."
Sen. Kennedy held that "it
twists reality to suggest that it
is the democratic tendency of
Israel which has injected dis-
cord and dissension" into the
region. Even by the "coldest
calculations," said Kennedy,
"the removal of Israel would
not alter the basic crisis in the
area."
Sen. Hubert H. Humphrey,
chairman of the Near Eastern
subcommittee of the Senate
Foreign Relations Committee,
has sought to persuade the
State Department to take • a posi-
tion -against the Arabs' anti-
Jewish blockade and boycott
practices. The Senator has
stressed to the Department that
these practices hit American
Jewish citizens as well as Israeli
nationals.
The State Department con-
tinues to stumble along from
crisis to crisis. In one aspect
it is consistent—in its failures.
The Department's policies have
failed . as consistently on other
continents as they have in Asia
—especially the Near Eastern
area of Asia.
