WASHINGTON — Attorney
G e n e r al William P. Rogers
Tuesday told a press conference
that the bombing , of synagogues
in the South was primarily a
matter for local authorities and
that he did not think it a good
idea to get the Federal Govern-
ment involved in investigationS
where the government could
not prosecute.
He indicated that fur t h e r
Federal action than assistance
presently afforded local police
might shift the responsibility
for prosecution away from local
authorities.
Asked if the Justice Depart-
ment favored legislation that
would expand FBI authority to
d e a 1 with the dynamiters,
Rogers did not express a desire
for such legislation. He thought
the bombings "atrocious" but
added that. the Justice Depart-
ment wants to take action only
in the "right way."
Rogers stressed that it is the
Justice Department's view that
responsibility to deal with the
bombings rests with municipal
and state authorities.
Meanwhile Sen. John F.
Kennedy, Massachusetts Dem-
ocrat, Tuesday introduced a
bill in the Senate that would
empower the FBI to take
action against the pepetrators
of dynamite attacks on syna-
gogues and schools.
The Kennedy bill prohibits
the transportation of explosives

in interstate commerce or the
possession of explosives for use
in violation of Federal or state
law. He expressed hope that
such legislation would permit
the FBI to take action.
Citing 47 recent bomb out-
rages, Sen. Kennedy said "the
boldness of the conspirators is
particularly shocking." He said
there was evidence that the
bombings are "part of an inter-
state conspiracy in which the
crime is conceived and planned
in one state and carried out in
another" and that "if the local
authorities are unable to take
effective action the Federal
Government should do so."

Inaction on Bombings

WASHINGTON, (JTA)—Sen.
William E. Proxmire, Wiscon-
sin Democrat, has criticized the
Attorney General for failure to
take effective action to prevent
further bomb attacks on syna-
gogues in the South.
Sen. Proxmire said: "Surely
it is too late in the day to adopt
so crabbed a view of Federalism
as the Attorney General seems
to entertain. These are real
bombings. They are inflicting
real damage, not only on prop-
erty, but on the fabric of our
collective life. The Constitu-
tion is broad enough to meet
this challenge . . ."
He introduced into the Con-
gressional Record an editorial
from the Milwaukee Journal
urging Federal intervention.

New Brazilian Dictionary Removes
Insulting 'Interpretations' of Jew

RIO DE JANEIRO, (JTA)—
A new Portuguese dictionary
was published here by the Min-
istry of Education, removing,
for the first time, insulting "in-
terpretations" which have been
for many years tied to the de-
finition of the word "Jew."
The word "Jew" has always
been "explained" in Portuguese
dictionaries issued here as the
equivalent of "usurer" and of
"evil spirit." Two years ago,

Dr. Fernando Leviski, promi-

elimination of those objection-
able "interpretations." His cam-
paign has now met with suc-

Judge Rules Out `Sunday Law

NEW YORK (JTA)—A New
York judge made it clear this
week that Jews have a right
to keep their businesses open
on Sunday if they prove
that they are closed on Satur-
day for religious reasons. He
dismissed the 11th summons
for Sunday law violation given
to a Jew who keeps his 'laun-
derette open on Sunday, but
closed on Saturday.

told the policeman who served
the Jew with the summons
that he would notify his com-
manding officer that a Jew
has a right to keep his busi-
ness open on Sunday as long
as he keeps it closed on Sat-
urday. He asked the officer
whether the launderette neigh-
borhood was predominantly
Jewish and whether the fact
that it was open on Sundays
bothered near by residents.
When the officer said the
neighborhood was Jewish and
that there had been no com-
plaints, the judge dismissed
the charge.

Oppenheimer Cited;
May Return to Israel

REHOVOTH, (JTA)—Prof. J.
Robert Oppenheimer, director
of the Institute for Advanced
Study at Princeton, may return
to Israel in the spring of 1960
for a short stay at the Weiz-
mann Institute of Science here.
Dr. Oppenheimer, who was
cited by the Institute for his
basic contributions to nuclear
physics and for his "able direc-
tion of the great cooperative
scientific effort, which made
nuclear energy available for hu-
man use," was received in sepa-
rate interviews by President
Ben-Zvi and Premier Ben-
Gurion.
The leading American physic-
ist and two Nobel Prize winning
physicists from the United
States, Drs. Harold Urey and
Felix Bloch, were awarded hon;
orary fellowships at the In-
stitute.
