UNITED NATIONS (AJP)—
So long as Dag Hammarskjold
remain Secretary General of
the United Nations, no forced,
inequitable peace can be im-
posed upon the dynamic state
of Israel, which begins to cele-
brate its 10th anniversary this
weekend with appropriate
world-wide ceremonies.
This is the view of American
Jewish Press correspondent, Da-
vid Horowitz, who claims he has
never once doubted the integ-
rity of Hammarskjold, even
when his Jewish and Israeli col-
leagues at the UN expressed
doubts as to the Secretary Gen-
eral's attitudes toward Israel
and Jewry in general.
Horowitz says that today "ev-
eryone has come to recognize
that the Swedish diplomat is
motivated only by the UN char-
ter" and by a sense of justice
and righteousness. "Hence," he
adds, "Israel, a righteous state,
has only to gain by Hammarsk-
jold's incumbency as UN chief."
The Secretary-General's build-
up, he says, has come about
through the Big Powers, whose
sustained and exaggerated pro-
paganda has commited them to
irrevocable positions which need
face-saving. Concessions in na-
tional capitols would be fatal,
but in the UN they are not
only pardonable but laudable
as a contribution to peace.
Likewise, in the Middle East,

Horowitz says, where Arab lead-
ers are commited among them-
selves as anti-Israel, they must
be more reasonable when deal-
ing with the neutralist bloc in
the UN.
Hammarskjold, who Horowitz
says likes to leave doors open
to permit easy retreat, recently
returned from talks with Egypt's
Foreign Minister Fawzi at Ge-
neva. When asked whether there
was a will to peace, he quickly
replied, "Very much so."

Offenburg Attorney
Asks for Stricter
Punishment of Zind

OFFENBURG, (JTA) — The
state attorney of this city filed
an appeal against the district
court's sentence of one year's
imprisonment for Ludwig Zind,
local anti-Semitic high school
teacher who was convicted of
insulting the Jewish commun-
ity of Germany and defaming
the memory of Jews murdered
by the Nazis. The prosecutor
believes the verdict is too light.
Zind's attorneys, meanwhile,
have filed an appeal against
the conviction and sentence.
Pending a final determination
in the higher courts, the school
authorities have suspended
Zind. If the conviction is al-
lowed to stand, he will be dis-
missed.
