`Who Is a Jew': Israel Cabinet
Committee Named to Find Answer
JERUSALEM, (JTA) — A
sharp difference of opinion de-
veloped among Ministers partici-
pating in Sunday's Cabinet ses-
sion over the legal definition of
a Jew.
The matter arose over the
Ministry of Interior's instruc-
tions to its staff to accept at
face value the statement of any
applicant for an identity card
that he is Jewish. This was dis-
puted by representatiVes of the
religious groups.

for Interior, asserted that his
Shell Sells Israeli
Assets to Wolfson
LONDON, (JTA) -- The
Shell Oil Company announced
it had completed the formal
transfer of all its installations
and assets in Israel, as well as
the assets of British Petroleum,
to an investment group headed
by Isaac Wolfson, British in-
dustrialist.
Though the actual purchase
price was not announced, it
was understood that the value
of the property transferred was
in the vicinity of 4,250,000
pounds ($12,100,000).
Included in the transfer were
all stores of petroleum pro-
ducts including the stores and
installations in Haifa, the bulk
oil depots at Tel Aviv, Jeru-
salem and Beersheba, 50 serv-
ice stations throughout the
country and additional pumps,
tank trucks and other equip-
ment. The investor group was
organized under the name of
IWOL.

staff is unable to investigate the
intricacies of religious affilia-
tion and must, therefore, accept
the applicant's statement.
The religious representatives
insist that whether a man is a
Jew or not can be decided ac-
cording to the qualifications out-
lined in Jewish law.
They add that an individual's
religious affiliation is as impor-
tant In such matters as verify-
ing his correct age or other per-
sonal data, since the country's
laws • affecting personal status
are the same as those of the
Jewish religion.
The discussion was suspended
when Premier David Ben-Gurion
named a Ministerial Committee
to study the legal aspects of
the Ministry of Interior direc-
tive. In effect, this action will
hold up the Ministry order with
regard to the identity cards
and, it is believed, put the
whole matter into abeyance
until after the next national
elections.
Technion Marks
50th Anniversary
HAIFA. — The 50th anniver-
sary of the birth of the "Tech-
nion idea" was marked at a
brief ceremony at the Technion,
Israel Institute of Technology,
before the bronze plaques hon-
oring the fathers of the school.
The idea of a school for ad-
vanced technological studies in
Haifa was conceived by the late
Dr. Paul Nathan of Berlin, who
as head of a group known as
the "Hilfsverein der Deutschen
Juden" visited the Middle East
in 1908.
The noted Zionist leaders, Dr.
Shmaryahu Levin and Ahad
Ha'am, with whom Dr. Nathan
was in contact, supported the
project, and it was through their
influence that the family of the
Russian Zionist and tea mag-
nate, Wissotzky, contributed a
substantial sum to the "Hilfs-
verein" towards the establish-
ment of the Technion. The
agreement was signed in Berlin
on March 29, 1908.
Shortly thereafter the group
purchased the tract of land on
Hadar Hacarmel which was to
become the original Technion
campus. During the same year
the noted American - Jewish
banker, Jacob Schiff, visited
Palestine and on his way home
stopped in Berlin, where he met
with the Hilfsverein group. .
Schiff, too, became fired with
the idea of the establishment of
the Technion, and contributed a
sum of $100,000 for the purpose.
At this time also, the newly-
established Palestine branch of
the Zionist Organization under
the leadership of Dr. Arthur
Ruppin, decided to participate
in the Technion project, and in
August 1908 the general assem-
bly of the Keren Kayemeth
voted to place a sum of 100,000
francs at the disposal of the
Hilfsverein.
Marking the close of the De-
troit Israel Histadrut Cam-
paign, the traditional Third
Seder will be held at 8:30 p.m.,
Monday, at Adas Shalom Syna-
gogue.
A special feature of the pro-
gram will be recognition of
efforts on behalf of the cam-
paign by Maurice Baker, Mor-
ris Hayet, Benjamin Lai-kin,
Jack Malamud and Nathan
Rose.
The five men, listed among
only 100 people throughout
the country to receive this spe-
cial recognition, will receive
plaques from the national
office. Previously, at the Na-
tional Roll Call Conference in
February, each received a
scroll for their efforts.
Heading the evening's pro-
gram will be Rabbi Morris Ad-
ler, of Cong. Shaarey Zedek,
who will be the guest speaker.
The musical portion of the
evening will feature Sidor Be-
larsky, the ambassador of Jew-
ish music, who has just re-
turned from a visit to Israel
with a new repertoire of He-
brew folk songs.
The community is invited to
participate in the festivities.
German Fined for
Painting Swastika
on Ship at Haifa
The Boy Scouts of America
will send a small, select delega-
tion to the national jamboree of
the Boy Scouts of Israel this
summer, it was announced by
Dr. Arthur A. Schuck, Chief
Scout Executive of the Boy
Scouts of America.
The jamboree, marking the
tenth anniversary of the State of
Israel, will be held July 28 to
Aug. 1 on Mt. Carmel, Haifa, Is-
rael. It will be followed by a
four-day World Jewish Youth
Festival.
The United States delegation
will be open to Scouts of all
faiths, between the ages of 14
and 17.
The delegation will fly to Is-
rael from Idlewild International
Airport in New York the first
week of July and return to New
York the last week of August.
The group will spend seven
weeks in Israel under the lead-
ership of Dr. Harry Lasker, of
New Brunswick, N. J., national
director of Jewish Relation-
ships, Boy Scouts of America. In
1947 Rabbi Lasker was a leader
of the United States delegation
to the Sixth World Scout Jam- .
boree in France.
In addition to participating
in the jamboree the American
Scouts will tour Jerusalem, Tel
Aviv, Haifa, Nazareth, Acre,
Safed, Lake Tiberias and the
Sea of Galilee, visiting many
holy places. They will live at
homes of Israeli Scouts, hotels
and youth hostels.
Dr. RICHARD HERTZ, rabbi
of Temple Beth El, represented
the Jewish Chautauqua Society
as lecturer at the Detroit In-
stitute of Technology on Wed-
nesday, and spoke at the
school's convocation.

TEL AVIV. — A member of
the crew of a German ship who
painted a swastika on the ship
in broad daylight in the Haifa
Harbor was fined 100 Israel
pounds by a Haifa magistrate
Tuesday.
The sailor, Paul Biagansky,
18, was stopped by police who
had been called by dockworkers.
The sailor said he had "re-
called" that the swastika was a
German "official emblem" and
that he had no intention of irri-
tating anyone.
