CASABLANCA .(JTA)—Mo-
roccan Minister of Labor Abdal-
lah Ibrahim has made a com-
prehensive visit to the ORT
trade school network in Casa-
blanCa, accompanied by Cabi-
net officials and representatives
of the International Labor Of-
fice, a United Nations Agency.
The Minister inspected the
workshops of the Ain-Sebaa
ORT school for boys.„ which
teaches key trades such as elec-
tricity installation, plumbing,
mechanics, carpentry, radio-con-
struction and repair, automobile
mechanics and welding. The
school has 600 student-boarders
and is the most outstanding vo-
cational school in the city.
The visitors examined the ac-
celerated short-term courses for
adults where considerable suc-
cess has been achieved in trans-
forming men without skills into
t e c h n i c i ans and specialized
workers.
The culmination point of the
tour was at the ORT school for
deaf-mute children. The Min-
ister and his entourage were
visibly moved by the spectacle
of young children being taught
to speak and to hear with the
aid of electronic equipment.
They also are taught trades.
Jules Sellout president of
ORT Morocco, who accompanied
the party, outlined the activi-
ties of the five ORT schools in

Morocco. Minister Ibrahim said
there was no doubt that this
"great work is done with a tre-
mendous consciousness of re-

sponsibility. My presence here
reflects the interest of His Maj-
esty King Mohamed V in the
work of ORT."

Dr. Hertz to Be Speaker
During Milwaukee Parley

Dr. Richard C. Hertz, of De-
troit's Temple Beth El, will be
guest speaker at sabbath serv-
ices of Temple Emanu-El B'ne
Jeshurun during the fourth bi-
ennial convention -of the Great
Lakes Region of the Union of
American H e b r e w Congrega-
tions.
The parley is scheduled April
25 to 27, in MilWaukee, Wis.,
and will take place at the Astor
Hotel and loCal JeWish Commu-
nity Center. Topic for discus-
sion. will be "Does Reform Juda-
ism Really Matter?"

`Fair Sabbath' Bill Permitting
Jewish Merchants to Operate on
Sundays Loses in N. Y. Assembly

ALBANY (JTA) — A fair
Sabbath bill, guaranteeing ob-
servant Jews who keep their
businesses closed on Saturday
the right to operate on Sunday,
was defeated in the Assembly
of the New York State Legisla-
ture March 20. The vote capped
a tremendous state-wide cam-
paign by virtually every major
Jewish organization, and a num-
ber of non-Jewish groups, to
obtain legislative approval for
liberalization of the Sunday
blue law in New York City.

The vote in the Assembly
beating down the measure was
83 to 62. Assemblymen crossed
Party lines to vote both "aye"
and "nay." This is the first time
in over 30 years that such a
measure got out of committee
and to the floor for a vote.
More than five decades ago a
similar bill passed both legisla-
tive houses but was vetoed by
the Governor.
Jewish organizations who
waged the fight for passage of ■
the fair Sabbath bill feel that
the progress made up to this I
point was in itself a major vic- I
tory for the forces of liberali-
zation and presages a full vic- I
tory at some future date. Pro- I
testant groups in this city were
split on the issue, but the Cath-
olic Church, through a council I
of lay organizations, expressed
vehement opposition.

The Ad Hoc Committee for
the Fair Sabbath Law, repre- I
senting 25 major Jewish organi- I
nations, expressed its disap-
pointment over the • defeat of I
the bill, but noted that it was I
"greatly heartened by the large
vote in support of the .measure." I
"In the light of the awakened I
public concern over this issue
and the unprecedented support I
of this measure on the part of I
legislators," the statement con-
tinued, "the Jewish community
intends to press for passage of
such legislation with unrelent- I
ing dedication until the demo- I
cratic rights of our people are

satisfied."
