and experience. George Ohren-
stein, incidentally, services all

THE NUMBER FOUR is fea-

HAIFA — An unauthorized
two-day slow-down strike by
Haifa dockworkers in support
of demands for reduction of
their income taxes which had
severely hampered loading of
citrus fruits at peak of season
was ended Wednesday. Four
ships in Haifa and two in Jaffa
were loading citrus for export
while more ships waited in har-
bor to be -loaded.
Streams of loaded trucks and
freight cars jammed the roads
and rails leading to ports.
Officials reported that up to
the present time more than
5,500,000 cases of citrus have
been exported and that Israel
expects to export about 8,-
000,000 cases this season.

France and Israel Make
Cultural Pact; Covers
Scientific Cooperation
PARIS (JTA)—A cultural
agreement between France and
Israel has reached the final
stages of negotiation and is due
to be signed late - this month.
Dr. Shaul Lewin, cultural coun-
sellor to the Israel Embassy in
Paris, said that the pact, the
first of its kind between the
two nations, will cover scientific
and cultural cooperation. They
will exchange information per-
taining to nuclear research,
among other fields.
(In Tel Aviv, it was an-
nounced that Koor, the Hista-
drut industrial complex, has
signed an agreement with • an
unnamed French company to set
up an electrical appliance fac-
tory in Israel.)

Trusteeship Council or any
other important UN group
could refuse to go along on
recognizing the UAR.
At the very time, Hammar-
skjold made the announcement
the Trusteeship Council was in
session. Syria is a member of
that Council. Thus the Syrian
representative could become
the representative of the UAR.
Under such an arrangement,
the Egyptiaii-Syrian delegation
in the United Nations \vould
give up one General Assembly
vote—but would' retain such
other votes in other bodies,
like the Trusteeship Council,
as had been assigned previous-
ly to either Syria or Egypt.
As a result of Hammarsk-
jold's announcement, there will
now be only 81 members in
the United Nations instead of
82. But whether either Syria
or Egypt had a vote before,
they would still have a vote—
except in General Assembly.

'(JTA) — Secretary General
Dag Hammarskjold announced
that he has accepted new cre-
dentials from Dr. Omar Loutfi,
bead of the Egyptian delega-
tion here, as chairman of the
delegation of the United Arab
Republic.
Hammarskjold made it clear
in his announcement that his
acceptance of Dr. Loutfi's new
credentials — and the implied
de facto recognition of the
UAR by the United Nations--
would still need higher ap-
proval.
The Secretary General's an-
nouncement said he had ac-
cepted the credentials "wiihin
the limits" of authority vested
in the Secretary General and
"without prejudice to any im-
pending action by any of the
principal or subsidiary organs
of the United Nations."
This meant that the General
Assembly, Security Council,
