An honor graduate of the University of London, he is a former news editor of Radio Jerusalem, was a staff member of the Jerusalem Post and has served the Hebrew University in its department of organiza- tion and information since 1955. ROCHELLE 'TACHMAN Mr. and Mrs. Julius Nachman announce the engagement of their daughter, Rochelle, to Da- vid Elliot Caplan, son of Mrs. Ruth Caplan, of Tyler Ave. and the late Bernard D. Caplan. The bride-elect is a junior at Wayne State University where she is affiliated with Delta Phi Epsilon sorority. Mr. Caplan is a student at WSU school of law. A June 29 wedding is'planned..
