Ben-Gurion Urges Modernization of Dr. Levine Re-Elected Export-Import Bank Denies

TEL AVIV—Prime Minister
David Ben-Gurion told a grad-
uation parade of officers and
cadets Tuesday that while the
achievements of Israel's army
in the war of liberation and in
the Sinai campaign had been
"significant and glorious," Is-
rael could not fight—"if we
shall have to—with the same
means we used then."
Declaring that "revolutionary
changes in armament" have
taken place in the last decade,
the Prime Minister said "we
must strive to modernize our
weapons and special stress must
be placed on developing our
soldiers."
He warned that one factor
in Israel's victories in the two
wars had been "the inferior
quality of the enemy," adding
that it was imperative for Is-
rael to improve the quality of
its armed strength. He also
called on the new officers to
help absorb newcomers serving
out tours of duty in the armed
forces and to prevent any dis-
crimination among troops.
American Jewish Committee Breaks

Averell Harriman warned here
this week that "continuation and
worsening of the current eco-
nomic recession in this country"
may bring a "sharp increase" in
discrimination and group ten-
sions at home and magnify "the
challenge of Communist im-
perialism" abroad.
He spoke at the groundbreak-
ing ceremonies of the American
Jewish Committee's Institute of
Human Relations, being erected
here on the northwest corner
of Third Avenue and 56th

Mill to Continue
JERUSALEM (JTA)—Ameri-
can industrialist, Israel Rogo-
sin, has again reversed himself
and will resume work on a
$20,000,000 rayon mill located
in the town of Ashdod, on the
Mediterranean coast. His deci-
sion came after a flying visit
to Israel and a conference with
Finance Minister Levi Eshkol.
In a formal statement, Rogo-
sin attributed his most recent
change of mind to Eshkol's
enthusiasm which, he said, had
persuaded him to wind up the
project, despite his previous
decision to discontinue it. The
industrialist, who at the time
he announced cessation of the
project, promised to make good
every cent invested in the
project by anyone other than
himself, expressed the convic-
tion that the plant was a
worthwhile industrial project,
as well as most useful to Is-
rael's economy. He contrasted
the skepticism and jealousy he
had encountered among Jews
in America with the Pdynamic
confidence" he had found
here.

A. M. Sonnabend, of Boston,
president of the Hotel Corpora-
tion of America, announced that
the Development Program for
the Institute has raised more
than $1,200,000 from private
sources.
The Institute will be divided
functionally into five major cen-
ters of human relations study
and operations.

Re-elected with Dr. Levine
was Dr. Israel Goldstein as
honorary president, in addition
to other officers and directors.
Mendel N. Fisher was re-
elected executive director and
secretary to serve his 24th term.

WASHINGTON — President
Samuel C. Waugh of the U.S.
Export-Import Bank Tuesday
officially announced a loan to
the government of Israel in
the amount of $24,200,000 for
expansion of water supply,
irrigation and other facilities
for agricultural development.
The $24,200,000 credit repre-
sented the bank's response to
Israel's long pending applica-
tion for a $75,000,000 loan.
The credit announced Tues-
day will assist part of the four-
year program proposed by
Israel to. develop a large area,
including new wells, stream
diversion and water distribu-
tion for enlargement of farm-
lands.
A bank mission visited Israel
in the summer of 1957 to
examine the Israeli application
and proposed the project. It
was subsequently decided by

No Damage Caused
by Fire at UN Building
NEW YORK, (JTA) — Ar-
chives containing important in-
ternational documents were un-
damaged in the fire which broke
out at the headquarters here of
Israel's delegation to the United
Nations.
Considerable damage was
caused elsewhere in the build-
ing during the brief blaze which
broke out in the office of Ar-
thur C. Liveran, counselor to
the delegation. A secretary,
Mrs. Nehemiah L e v y, was
trapped briefly but rescued by
firemen.

Invitation to U.S.
JERUSALEM, (JTA)—A re-
port that Premier David Ben-
Gurion has been invited to pay
an official visit to Washington
has been denied by the Prem-
ier's office here.
The information originally
was contained in a statement
in the New York Herald Trib-
une that Leonard Hall, former
Republican National Chairman,
was soon_ to be named the offi-
cial American representative to
Israel's tenth anniversary cele-
bration this spring.
The report added that Ben-
Gurion would return to the
United States with Hall, and
that the latter would make
some appearances with the
Premier while he was visiting
the U.S.
