WASHINGTON — A contro-
versy exists here over the use
of the franked, official en-
velopes of the chairman of the
Senate Armed Services Com-
mittee for the mailing of anti-
Semitic literature.
The chairman, Sen. Richard
B. Russell, Georgia Democrat,
said he was outraged to learn
of use of his envelopes by the
Seaboard White Citizens' Coun-
cil for anti-Semitic purposes.
The envelopes, he said, were
mailed without his knowledge
or authority. He announced
that he asked the Post Office

"take appropriate action."
The envelopes contained a
solicitation for contributions to
a fund for John Kasper, a segre-
gationist serving a prison term
for contempt of court. He was
convicted of agitation against
racial integration of schools in
Clinton, Tenn. Kasper fre-
quently sought to inject anti-
Semitism into his anti-Negro
fight.
Another enclosure in the en-
velopes of the Georgia Senator
was a folder entitled "The Corn-
ing Red Dictatorship." It as-
serted that "Asiatic Marxist
Jews control entire world." In-
cluded was a statement signed
by the Seaboard White Citizens'
Council alleging that Kasper
was jailed because he "exposed
the Jewish-Communist conspir-
acy behind racial integration."
Sen. Russell's explanation was
that the envelopes were origi-
nally used by the "Committee
for Constitutional Government"
to mail out reprints of an article
against school integration he
inserted in the Congressional
Record. The committee is listed
in Anti-Defamation League re-
ports among extreme right-
wing groups.
Sen. Russell explained that
he did not personally give the
envelopes to the group but that
his administrative assistant did
so. Apparently, the envelopes
found their way from the ex-
tremist "Committee for Consti-
tutional Government" to the
Seaboard White Citizens' Coun-
cil.
The Washington Post com-
mented editorially on the affair.
The newspaper said that "Sena-
tor Russell balks at anti-Semit-
ism. But he himself has been
vociferous in denouncing Ne-
gro groups and be placed the
original article in the Congres-
sional Record.
"Just as he cannot escape re-
sponsibility for the use made
of envelopes supplied by his
office, neither can he escape
responsibility for the inevitable
association of one kind of rac-
ism with another."
Sen. Russell has described
himself as "a true . Southern
liberal of the Thomas Jefferson
pattern." He charged, however,
that proposals for a compulsory
Fair Employment Practices
Commission are "socialistic and
communistic." He maintained
that FEPC "would destroy our
free enterprise system."
A spokesman for Sen. Russell
said that some of the Senator's
best friends were Jews. The
spokesman said that many
Georgia Jews shared the Sena-
tor's political views and sup-
ported his campaigns.

Release Syrian Vessel
Apprehended Off Israel

TEL AVIV (JTA) — Seven
Syrian fishermen and their
150-ton vessel the "Abdul
Karim" were apprehended in
Israeli territorial waters oppo-
site the coast at Askelon. The
vessel was escorted into Haifa
harbor by a police boat.
After investigation, it was
verified that the vessel was
caught in powerful currents
and brought into Israeli terri-
torial waters against the will
of its crew. Police headquar-
ters announced that the seven
fishermen and their ship were
released later in the day.

brother, Max Elkin, was one
of the most prominent hotel
managers in Mt. Clemens, died
Jan. 26, in Richmond, Va.,
where he had made his home
for several -years.
A former Detroiter, Mr. El-
kin, 53, was associated with
his brother at the former
Olympia Hotel and Elkin's
Hotel, both in Mt. Clemens.
Max Elkin is still managing
director of the Colonial Hotel
there.
Born in Hartford, Conn., Mr.
Elkin was a graduate of the
University of Michigan. He had
been president of a Richmond
apparel shop, was a member of
Cong. Beth Ahabah and the
Lakeside Country Club. He
served in the U.S. Navy during
World War II.
Besides Max, Mr. Elkin
leaves another brother, Wil-
liam L., of Detroit; and his
wife, the former Mildred Levi-
tin, of 4401 Kensington, Rich-
mond, Va.

Elma Ehrlich Levinger
Dies in Hawaii at 70

Elma Ehrlich Levinger, the
leading writer of Jewish chil-
dren's books in this country,
died last week in Kailua,
Hawaii, where she was visiting
with her husband, Rabbi Lee
J. Levinger. She was 70.
Her books were widely read
and her children's stories were
printed in many editions.
Last year she was one of
three selected for honors by
the Jewish Book Council of
America.
She started her career as a
country school teacher before
starting her story writing.

Ben Zion Katz Dead at 83
TEL AVIV (JTA)—Ben Zion
Katz, dean of Israeli journalists,
died here Feb. 3 at the age of
83. He was laid to rest in the
writers 'section of the Tel Aviv
cemetery.
Born in Lithuania, Katz set-
tled in Palestine in 1931. A
member Of the editorial board
of Haboker since 1937, he was
a founder and one-time editor
of Hazman, a Hebrew daily in
Czarist Russia. He was a con-
tributor to many publications.

Purim Operetta Being
Readied for Production

"Purim on a Small Planet,"
an operetta in two acts will be
presented by the Jewish Par-
ents Institute of the Jewish
Community Center at 9:15 p.m.
March 1, at the Davison Branch.
The operetta is directed by
Music - Drama chairman Betty
Plavnick, who also created the
book and lyrics with Millie
Molner, Bess Siegel and Mary
Silber. Ethel Lurie, dance com-
mittee chairman will direct the
choreography devised by
Shirley Verier and Isabella Le
Bow.
The play is currently in re-
hearsal.
