President recalled his recog-
nition of Israel 10 years ago,
said he believed Israel's case
is as just today as it was then
and urged friendship with the
Arab nations and "a future of
good relations between Israel
and the Arab people."

Restitution Law Costs
Bonn $4,000,000,000

VIENNA (JTA)—Germany's
Federal restitution law will
cost the Bonn government
18,000,000,000 deutschemarks
(over $4,000,000,000), German
Finance Minister Franz Etzel
told a press conference here.
Etzel admitted, however, that
final figures would not be
known until the deadline for
filing claims under the law,
March 31 of this year, is
passed.
The Finance Minister called
'fantastic" an estimate of over
$6,000,000,000 for the restitu-
tion bill for Jewish victims
offered recently by his col-
league, Bonn Justice Minister
Fritz Schaeffer. Thus far, he
said, some 4,500,000,000 marks
have been paid out in claims
to victims of the Nazi regime.,
Conceding that the restitu-
tion law had some faults, he
insisted nevertheless that Ger-
many was holding by its re-
solve to do everything possible
—within her limited financial
means—to assist victims of the
Hitler era. For this reason, he
emphasized, first preference in
claims payments is given older
claimants.

Israel Bond Parley Sets $75,000,000 Quota for 1958

WASHINGTON, (JTA) —The
national leadership conference
for Israel bonds Sunday voted
to sell $75,000,000 in bonds in
1958 to initiate a "decade of eco-
nomic independence" for the
State of Israel, which was estab-
lished ten years ago.
The week '- end conference,
which called for increased
American. economic support of
Israel, noted that the bond cam-
paign, which has raised more
than $320,000,000 since 1951
"represents the most important
single factor in the economic de-
velopment of Israel."
The call for increased eco-
nomic strength as the key to Is-
rael's capacity to maintain her
freedom was made personally in
the course of the conference by
Ambassador Abba Eban and re-
inforced by messages from
Prime Minister David Ben Gu-
rion and Finance Minister Levi
Eshkol. The campaign to sell
$75,000,000 worth of bonds will
be conducted in the United
States, Canada, and 27 Latin
American and European coun-
tries.
In a message to the confer-
ence, Prime Minister - Ben-
Gurion said "our very exist-
' ence as a democratic nation is
assured by our strength on all
fronts, and particularly by the
vigor of our economy." Citing
the vital task Israel must per-
form, Mr. Ben-Gurion said:
"There are still lots of waste-
land to settle, more immi-
grants to absorb and integrate.
There are more homes to
build, more factories to erect,
more roads to chart, more
power stations to construct.
To do all of these things, more
Israeli bonds must be sold in
1958,"
Finance Minister Eshkol's
message noted Israel's tenth an-
niversary and said the most fit-
ting celebration of this mile-
stone would be by achievement
"of a new high in Israel's prog-
ress to economic independence."
He said "Israel bonds help to
make that possible."
Dr. Joseph J. Schwartz, exec-
utive vice president of the Israel
Bond Organization, announced
that the 1958 campaign would
be officially launched at an in-
ternational conference for Israel
bonds which will be held in Mi-
ami Beach early next month.
Stating that "in the present pe-
riod of unrelieved tension in the
Middle East, Israel must spend

Wayne State University Theater
Group who will leave Jan. 19
for a tour of India, to represent
the United States at the Parma
International Theater Festival.
The group will perform at
the festival under the auspices
of the President's Special Inter-
national Program for Cultural
Presentations, administered by
the American National Theater
and Academy.
The Parma International
Theater Festival, held each
April in Parma, Italy, includes
performances by student groups
from many nations. The Wayne
group will go to Parma follow-
ing its 12 week tour of India,
and will perform productions
from its repertoire.
The ' itinerary in India, now
completed, includes stops in
Bombay, Baroda, Ahmedabad,
Delhi, Calcutta, Madras, Banga-
lore, Hyderabad, and again in
Bombay. During its stay in
Delhi, the company will b e
brought to Agra for a two day
visit. Wayne was selected for
this tour by the International
Touring Committee of the
American Educational Theater
Association.

sparsely settled southern re-
gion.

said Israel "will have little
money left for economic devel-
opment, unless the Israel bond
