form of the present govern-
ment" should be continued
with arrangements for improved
secrecy and collective respon-
sibility of all partners to the
coalition.
A spokesman for the left-wing
Mapam party stated that Ben-
Gurion had informed Mapam
that he expects to have a re-
constituted government coali-
tion ready for assumption of
responsibility within eight to
ten days.

Germany Will Not
Sell Arms to Israel

BONN—The West German
Federal Republic's press chief,
Dr. Von Eckhardt, said Monday
night, in a statement issued
from his home in Konigswinter,
that Germany would not be able
to supply Israel with arms. The
government's policy, he de-
clared, was not to send arms to
countries where such shipments
might increase tensions.
Dr. Von Eckhardt admitted
that Israeli envoys have seen
Chancellor K o n r ad Adenauer
but denied that they had dis-
cussed a possible purchase of
arms from this country. He had
heard of Israel's reported arms
purchasing mission here, said
the press chief, but he had
received such rep or t s only
through the press, and high
officials of the government have
been unable thus far to obtain
further information on this
issue. In any case, said the
press chief, Germany could
supply only light arms since his
country is not manufacturing
heavy armaments.
Israel Faces Difficulties
In Securing Defense Arms
The formation of a new
Israeli government, again under
the Premiership of David Ben-
Gurion, comes at a time when
Israel's defense problems again
are becoming acute.
Israel is finding it difficult
to secure vital defense weapons.

In Germany,, the press generally
is supporting the Bonn govern-
ment's decision not to sell arms
to Israel. The London Times
reports that Israel tried but
failed to secure arms from Fin-
land, The Belgian Socialist
Party adopted a resolution for
an arms embargo on the Middle
East, while asking for inter-
national assurances for the
independence and territorial in-
tegrity of all Middle Eastern
countries.
At the same time, it was
reported that Egypt and the
Soviet Union have reached
an agreement which will
bring Cairo two or possibly
three additional submarines.
Israel, at the same time, an-
nounced that she has no plans
to make cuts in army personnel.

Rabbi Adler Says Current Jewish Revival Is 'Fiction'

Rabbi Morris Adler contends
that the "current revival" of
Jewish religious life is more
fiction than real. He says that
what it lacks is intellectual con-
tent and he asserts: "To speak
of revival is to confuse affilia-
tion with commitment."
The true spiritual renaissance
requires "gestation and prepara-
tion," he states. The current
movement among American
Jewry toward religious affilia-
tion hasn't got that, Rabbi
Adler maintains in an article
in Jewish Heritage, a quarterly
magazine inaugurated by Bnai
Brith as part of its adult Jewish
education program.
Rabbi Adler is critical of
Jewish leadership in the United
States because it shows "no
deepened concern with cultural
content or spiritual purpose."
"The largest numbers of
American Jews are not moved

by a need for formulating a
rationale for Jewish living or to
satisfy a curiosity about Jewish
his t or y or culture," he con-
tends.
Past revivals, he points out,
"rose to the surface only after
.decades or centuries of ger-
mination." But the present
movement "does not spring
from a deep well . . . (it) repre-
sents merely a rustling of top-
most branches, while the roots
remain unaffected."
Dr. Adler finds "that the
internal life of the Jewish com-
munity is proceeding on a 'busi-
ness as usual' basis." The posi-

Rabbi Maurice N. Eisendrath,
president of the Union of Amer-
ican Hebrew Congregations, has
departed on an international
"peace orbit" to explore the
possibility of such a conference
with religious leaders in Asia,
Australia, and Africa.
"The role of peace can no
longer be left alone in the
hands of the militarists and
the politicians," declared Dr.
Eisendrath. "Religion must
exert greater efforts in stir-
ring up the moral conscience
of the world, especially today
when nuclear weapons are
being used by statesmen as
'though they were diplomatic
footballs."
Rabbinic leaders stated that
he is communicating with lead-
ers of world religious organiza-
tions urging them to support
such a confe'rence. Dr. Eisen-
drath mentioned that a logical
