Dulles Note
Eases Israel

Dulles, replying to a message
from Israel Premier David Ben-
Gurion, it was reported this
week.
The Israel diplomat had re-
quested guarantees that the U.S.
would go to Israel's defense in
case of an Arab attack. Dulles'
reply, sent about two weeks
ago, noted that Israel belonged
to the society of free nations.
Substance and not form would
rule U.S. policy toward Israel,
he said.
The Ben-Gurion - cabinet has
considered the statement a step
forward toward security guaran-
tee, although Dulles wrote that
there is no immediate prospect
of a formal U.S. treaty guaran-
tee for Israel.
