It was compiled under the
supervision of the commission's
director, Leo Pfeffer, a consti-
tutional authority and author of
the recent volume The Liber-
ties of an American.
A common feature of the
Court's actions, the report
points out, has been "the trend
toward libertarian interpreta-
tion_= of constitutional guaran-
tees," which began in 1953
when Earl Warren was ap-
pointed to succeed Fred Vin-
son as Chief Justice
Since that time the conserva-
tive majority of the Vinson
court, which consistently took
a position unfavorable to indi-
vidual liberties, has been re-
placed by a liberal group con-
sisting of Justices Warren,
Black, Douglas and Brennan.
These Justices, the analysis
of the voting record discloses,
voted consistently in favor of
upholding claimed constitu-
tional rights.
On the other hand, Justice
Clark, and to a slightly lesser
extent Justice Burton, are
shown to have voted consistent-
ly in the negative. Justices
Frankfurter and Harlan, ap-
peared to hold the balance of
