the following resolution on the
Confederation:
"In view of attempts to weak-
en or dissolve the Confedera-
tion, the National Executive
Council reaffirms its loyal ad-
herence to the Confederation as
now constituted, deplores any
attempt to - weaken or dissolve
it, and authorizes the president
to join in a call for an extraor-
dinary - session of the World
Conference of the Confederation'
for the purpose' of resolving all
questions at issue, preserving
and strengthening the Confed-
eration and determining its fu-
ture course—such conference to
be held no later than the spring

NEW YORK. — The stepping
up of Russian arms shipments to
Arab countries, "accompanied
and preceded by a violent anti-
Israel campaign in the Soviet
press," may result in "renewed
hostilities in the Middle East on
a larger scale," Dr. Emanuel
Neumann warned in an address
Tuesday before the National
Executive Council of the Zion-
ist Organization of America. He
termed American efforts to con-
tain Russian influence in the
area through application of the
Eisenhower Doctrine and the
formation of the "Northern
Tier" alliance as limited and
of doubtful efficacy.
The East-West struggle for in-
fluence in the Middle East
places Israel in a perilous posi-
tion, he continued, and until
this struggle is resolved that
country must be prepared "for
renewed test of strength and
endurance" at any time. "It is
to be hoped," Dr. Neumann
said, "that our government now
realizes that the measure of
Arab-Soviet hostility to Israel is
in direct proportion to Israel's
importance from the standpoint
of our national interest and se-
curity."
Dr. Neumann announced the
appointment of Federal Circuit
Court Judge Simon E. Sobeloff
of Baltimore as national com-
mittee chairman for the forth-
coming annual convention of
the Zionist Organization of
America which will open in
New York Sept. 12 and will
celebrate the 60th anniversary
of the founding of the Zionist
movement.

Tito Reiterates Wish
To Visit Israel; Tells
It To Israeli Envoy
JERUSALEM, (JTA)—Presi-
dent Tito of Yugoslavia reiter-
ated his wish to visit Israel "on
a suitable occasion," during a
meeting with Aryeh Levavi,
Israeli Ambassador to Belgrade,
the envoy disclosed. Levavi,
who returned to Israel to be-
come Deputy Director General
of the Foreign Ministry, said
Marshal Tito told him there
were no issues in dispute be-
tween Israel and Yugoslavia and
expressed a desire for closer
economic and cultural relations.

took place at a lengthy fare-
well. meeting, Marshal Tito
echoed the Middle East views
of Premier Nehru of India 'in
saying that a "cooling-off pe-
riod" of no incidents was neces-
sary on Israel's borders, Levavi

Israel Extends Pact For U.N.
Observers At Syrian Border
JERUSALEM, (JTA) —Israel
was reliably reported to have
agreed to a month's extension of
the agreement stationing United
Nations observers on the Isra-
eli side of the Syrian border.
The original agreement to ac-
cept UN observers was made
when the Syrians stepped up
incursions and shootings in
what Israeli officials thought
might be a deliberate attempt
to provoke Israeli retaliation.
This strategy was laid to the
Syrian internal political situa-
tion.
UN Truce headquarters asked

portedly both for local security
reasons and to avoid new ,fric-
tion with the UN whose 'Gen-
eral Assembly is being •con-
vened next month.

Israeli Freighter Passes
Tiran En Route to Elath
The Israeli freighter, S.S.
Athlit, passed through the Tiran
Strait at the mouth of the Gulf
of Aqaba and arrived at Elath
Aug. 12 with a cargo of oil
seeds, hides and similar mate-
rials. It was the second transit
of the waterway by the Athlit.
The S.S. Martha, a 500-ton
vessel chartered by Israel, ar-
rived at Elath Aug. 13 on the
same route, carrying '700 tons
of oil seeds from Massawa in
Eritrea. The Martha will load
cement for African ports on
her return trip.
The Israeli-chartered Danish
ship, the S.S. Mars, was sched-
uled to enter the Suez Canal
Wednesday, bound for Haifa
with 5,000 tons of copra from
the Philippines for Israel's oil
industry. The Norwegian S.S.
Hubro, which arrived last week
at Haifa, after passing through
the Suez Canal, was scheduled
to sail for Japan via the Suez
Canal with 3,700 tons of potash.
