WASHINGTON. — Secretary
of State Dulles Tuesday in-
dicated that other nations might
now play a more productive
role in seeking Arab-Israel
peace. However, he declined to
name nations he had in mind.
Dulles told a press conference
that the United States made
clear in 1955 that its good of-
fices were available to both
sides in the Near Eastern con-
troversy, but the situation has
since changed, he said, noting
that the U.S. today is making
its presence felt in the region
to a greater extent. He said it
may be that other nations might
play a More productive in quest
for peace.
The Secretary said the ship-
ment of jet planes by Egypt to
Saudi Arabia was a matter
that obviously deserved and re-
ceived consideration. But he had
no reason to believe that rela-
tions established with King
Saud during his visit to Wash-
ington have been altered.
Dulles said there was clearly
a difference of opinion on the
Aqaba Gulf issue. He pointed
- out that Arab position is based
on the contention that bound-
aries of Arab states bordering
On. the Gulf are recognized as
permanent while Israel's bound-

said, Arabs feel they have a
right to close the Gulf to Israeli
shipping. Dulles said there was
certain plausibility to the Arab
argument, but this was not the
position of the U.S.
American differences with
other nations on law of the
sea, including the question •of
the three-mile territorial limit,
were noted by Dulles. He told
how American views were not
always shared by other nations.
But differences between friends
should not turn them into
enemies, he said.
Dulles made knoWn he did
not think there was any de-
velopment in the Near East
which should alter the policy of
providing U.S. aims to Saudi
Arabia, agreed upon when King
Saud visited Washington. This
pertained to the question in-
volving continued U.S. arms
shipments to Arabs in face of
their new threats against Israel.
The basic American views on
regional peace were stated in
August 1955, Dulles said. Since
then nothing was changed the
fundamental American position,
although it may be necessary to
adopt new procedures, he said.
It was Dulles' thought that
perhaps other nations can now
usefully play a role in at-
tempts to bring about peace be-
tween Israel and the Arab
states. He indicated doubt as to
whether the U.S. should take
as prominent a part. He said
the matter was under constant
study and that the U.S. was in
touch with its friends. Dulles
stressed that the Eisenhower
Doctrine was not concerned
with seeking Arab-Israel peace
nor designed for that purpose.
He regarded the Arab-Israel
issue as a matter separate from
the Doctrine's scope.

JERUSALEM, (JTA) — The
Israel Parliament rejected, by
a vote of 41 to 16, a Herut
motion to debate proposed es-
tablishment of diplomatic rela-
tions with West Germany, after
Premier David Ben-Gurion ad-
vised the Knesset to look to the
needs of the future, not the suf-
ferings of the past.
The motion was introduced by
rightist deputy Esther Raziel-
Naor who scored the Premier
for a statement to foreign cor-
respondents that diplomatic re-
lations should be established
between the two states.
Ben-Gurion replied that his
statements to the newsmen were
made in his private capacity,
not speaking for the govern-
ment.

"U.S. military aid to Jordan
and Saudi Arabia is making
no change in policy of not
seling arms to Israel."
Roundtree . maintained, Allen
state, "that providing Israel
with arms would contribute to
disturbing the peace."
In his repOrt of the private
meeting, Allen said that "the
U.S. also has no plans to do
anything about Russia's sale of
three submarines to Egypt.
Rountree contended that this is
a matter for the UN to handle."
" 'You mean to tell us,' de-
manded Rep. Kelly (Dem.
N.Y.), 'that the U.S. has no
intention of responding to Is-
rael's request to purchase arms
here?'
" 'Our hands are tied by the
resolution passed by the UN
that calls for a cease-fire be-
tween Israel and Egypt,' re-
plied Rountree. 'Under that
resolution, all nations are re-
quired to refrain from provid-
ing military equipment in the
area of hostility. That resolu-
tion bars the U.S. from pro-
viding any military equipment
to Israel.'
" 'But while you refuse to
sell arms to Israel, retorted
Rep. Farbstein (Dem. N.Y.),
`Russia is supplying Egypt with
plenty of arms, including three
subs. Isn't that the same old
story over again? Isn't this the
same policy that led to the
fighting last fall? How often
do you people have to have
wars before you learn what
causes them?'
" I don't think the way to
stabilize the situation in this
explosive area is to engage in
an arms race,' Rountree as-
serted. 'Furthermore, Israel has
very substantial military capa-
bilities at present.'
" That hasn't got anything
to do with the question of
why you are providing Arab
countries with arms race. It
looks to me you're engaging in
a one-sided race.
" 'It is our policy to avoid
anything that contributes to an
arms race,' insisted Rountree.'
" 'This may be your policy,'
declared Farbstein. 'But it was
wrong in the past and it is
wrong now. I think I can say
that most of the members of
this Committee are of the
opinion that this absurd policy
was primarly responsible for
the outbreak of hostilities last
fall, when Egypt was armed
to the teeth by Russia while
Israel was repeatedly rebuffed
by the U.S. from obtaining
weapons to defend herhelf.'
" 'I do not agree with that
premise,' replied Rountree
sternly."

margin five years ago, its sup-
porters — including members
of the present government —
had stated that diplomatic rela-
tions with Bonn were not en-
visioned. She declared that a
decision of such momentous im-
port must first be brought to
the Knesset.
