JERUSALEM, (JTA) — De-
tails of recent meetings between
Israeli officials and represen-
tatives of Arab refugees which
took place in Europe, evidently
in Rome, were revealed here
by official circles.
Three weeks ago Ezra Danin,
a special adviser on Arab af-
fairs in the Foreign Ministry,
returned from Rome after mak-
ing contact with the Arabs. A
week ago, Joseph Palmon, head
of the Foreign Ministry's Mid-
dle East Division, came back
from a second such meeting.
However, the feeling here is
that the meetings—not unlike
others which have taken place

in the past—do not represent a
major new development. Most
of the leading Arab refugees
with whom Israeli officials have
met were personal friends be-
fore 1948 and what is involved
are informal, unofficial contacts
rather than negotiations. Ob-
servers believe the time is not
yet ripe for the Arab govern-
ments to permit the represen-
tatives of the refugees to nego-
tiate with Israel.
(In London, the Daily Tele-
graph reported from Rome that
an attempt has been made to
keep the Arab-Israel meetings
there secret, so as not to com-
promise them at the outcome,
but that the Egyptians had
given them wide publicity in an

Observers felt that the re-
moval of Shepilov meant little
either way for Soviet-Israel
relations since he has been play-
ing a minor role in Soviet for-
eign affairs lately. They were
concerned however, with Polit-
buro appointment of Nur Eddin
Moheitdinov, a Uzbegistan Mos-
lem, since he is considered a
personal protege of Communist
boss Nikita Khruschev.
Architect of Anti-Semitic
`Doctors' Plot' Becomes
Top Lever in New Regime
NEW YORK, (JTA)—Frol R.
Kozlov, Leningrad Communist
leader elevated to the new So-
viet. Presidium in the present
shake-up of the . Communist
party in the USSR, "played on
appreciable role in the setting
of the anti-Semitic 'doctors'
plot" in early 1953, . the . New
York Times reported.
Kozlov was the author of an
article in 1953 dealing with
"infiltration by Jewish bour-
geois nationalists in the Soviet
Union and the menace of these
elements," the Times said.
Stalin used the "doctors'
plot," in which a group of lead-
ing Russian doctors, most of
them Jewish, were charged with
plotting the death of a number
of key Soviet leaders, as an
excuse for liquidation of Jew-
ish institutions in Russia. The
doctors were released immedi-
ately after Stalin's death and
completely rehabilitated.

not to identify Soviet policy to-
ward the Arabs with the ousted
former Foreign Minister Shepi-
lov. The Moscow broadcast
stated that anyone who thinks
that Arab-Soviet-relations were
consolidated through Shepilov's
efforts "is making a great mis-
take:"

LONDON, (JTA)—The "Jew-
ish aspect" of the political
shake-up in Moscow was given
over the Cairo radio in a broad-
cast in Hebrew in which it was
emphasized that the purged So-
viet leaders are either Jews or
pro-Jewish and that Nikita
Khrushchev, the Soviet "boss"
who directed the purge, "hates
the Jews and supports the
Arabs against Israel."
The broadcast claimed that
not only is Lazar Kaganovitch
Jewish,. but that the ousted
Vyacheslav Molotov is also a
Jew. (Molotov's wife is Jewish
but not he). The broadcast also
alleged that Dmitri Shepilov,
who was instrumental in pro-
viding Egypt with Soviet arms,
has a Jewish wife and that
Georgi Malen•ov "is known as
pro-Jewish."
"This means," the Egyptian
broadcaster asserted, "that this
is an anti-Semitic purge de-
signed to eliminate all leaders
who are inclined toward Zion-
ism. It is well known that
Nikita Khrushchev hates Jews
and supports the Arabs against
Israel. It will be difficult for
Israel when the new Commu-
nist leaders begin their open
war against Zion is m," the
broadcast prophesied.
The Cairo radio claimed that
Premier David Ben-Gurion had
recently succeeded in "deceiv-
ing several Communist leaders
in Poland and Russia" so that
they consented to permit Jewish
emigration to Israel. "This emi-
gration will stop immediately
after the dismissal of these
leaders," the Egyptian broad-
cast said.
An Arab-language Cairo radio
broadcast attacked Arab nations
which are being supplied with
American arms but predicted
that "every Arab soldier who
carries arms from any source
whatsoever will use these arms
against Israel before using them
against- any other enemy." The
broadcast said: "The Arab sol-
diers who carry American arms
will not hesitate to turn these
arms against the Americans
themselves if the Americans
should act against the interests
of the Arabs."
