JERUSALEM, (JTA) — Dr.
Nahum Goldmann, president of
the Jewish Agency, expressed
the opinion that when the time
came for negotiation of a set-
tlement with Israel, Arab lead-
ers might find it easier in the
beginning to talk to non-Israeli
Jewish leaders than directly
with Israeli officials.
He said at a press conference
that while that stage had not
yet been reached, he had gained
the impression that a growing
number of Arab leaders realized

Seed,
Israel was here to stay and that
some arrangement would have
to be found. This realization
had not reached the point, how-
ever, he added, at- which such
talks could be started.
The necessary conditions for
progress in the direction of
talks, Dr. Goldmann asserted,
are: a period of tranquility and
contact through third parties
who are not unfriendly toward
Israel and who also have in-
fluence among the Arabs.
He said that his recent meet-
ing with Indian Prime Minister
Nehru had significance in this
respect. He rejected rumors
that Nehru was anti-Israel. Dr.
Goldmann said that in his con-
versations with Nehru he never
spoke in the name of the state
of IsraeL
Israeli- official quarters re-
vealed that in a talk with Is-
rael Ambassador Eliahu Elath in
London, Prime Minister Nehru
said that it will be a long time
before an opportunity for Arab-
Israel peace talks presents it-
self.
The two diplomats had a gen-
eral exchange of views, but did
not discuss such specific ques-
tions as the establishment of
Israel - Indian diplomatic rela-
tions or the possibility of Indian
mediation of the Middle East
conflict.
Nehru is knoWn to have ex-
pressed great interest in the
Israel-Burma cooperation pro-.
gram and Israel's technical as-
sistance to Burma. Although
Israeli official sources decline
to reveal the Prime Minister's
views on the chances for an
Arab-Israeli peace, it is under-
stood that Nehru thinks unity
in the Arab world would im-
prove such pos.Sibilities since
the divided Arab states com-
pete with each other in hostility
toward Israel.
Shaving was originally a pro-
tective measure since long
beards were easy for opponents
in combat to seize.

Diplomats
The difficulties Israel has had
with some diplomats give cre-
dence to the following two in-
terpretations of diplomacy:
"Pop, what is a diplomat?"
"A man who is an expert in
letting other people have his
way."

Bishop's Curiosity
In his column, "Incidentally,"
in the London Jewish Chroni-
cle, Chronicler relates this an-
ecdote:
"Bishop Hee•an's promotion
from Leeds to the Roman Cath-
olic Archbishopric of Liverpool,
which we reported the other
day, reminds me of a good story
he told against himself when
he was a guest at one of the
annual "civic"- banquets of the
Leeds Jewish Representative
Council. Before he went to
Leeds, he said, he had been a
priest in London and he trav-
eled quite a bit. In the train on
one occasion he got into a theo-
logical discussion with a Jew
which so impressed him that he
invited his interlocutor to come
and have dinner with him some
time. The Jew took him at his
word and duly informed • him
when he would next be in Lan-
don. The Bishop, knowing some-
thing of the religious rules of
Orthodox. Jews, himself went to
the East End and bought, among
other things, a bottle of kosher
wine. This he placed beside his
guest, with—as a gentle hint—a
corkscrew, as he knew there
was • some rule about kosher
wine_ not being poured by a
non-Jew. .
. .
"His guest, however, was a
bit slow in taking the hint, so
the Bishop finally asked him
would he care to open the bot-
tle. To his surprise, the guest,
in doing so, used the corkscrew
with his left hand, although he
was demonstrably righthanded
"Tell me," - • said the Bishop,
with uncontrolled curiosity, "is
there some religious rule re-
quiring the use of the left
hand?"
"Oh, no," said the guest.
"You see, I'm a surgeon, and
I never knowingly endanger my
right hand!"
Figures on Jews May
Be Revealed in 1959
Russian Census Poll
LONDON—(WJA)—A chance
that reliable official figures on
the Jewish population in the
USSR may become 'available in
the foreseeable future is offered
by an announcement released
by Tass, the official Soviet
News Agency, that a census of
the population of the USSR
would be held in 1959.
This census is to be preceded
by a "trial census" next August
in seven areas of the USSR, in-
cluding certain parts of the
Moscow and Novosibirsk regions
of Dagestan and Leningrad.
The detailed program and the
organizational problems of the
census were to be discussed at
an All-Union Conference of Sta-
tisticians in Moscow in June.
A Moscow broadcast added
that the census would establish
the absolute number of the pop-
ulation of the USSR, the num-
bers for each sex, for the adult
population, families, nationality
and native language of every
citizen, education and occupa-
tion.
The broadcast made no refer-
ence to questions about reli-
gious affiliation.
New Wave of Immigration to Israel
Brings 600 Professional Workers
(Direct JTA Teletype Wire
to The Jewish News)
JERUSALEM.—The renewal
of European immigration has
brought 600 professionals to
Israel during the second half
of the 1956-1957 fiscal year, the
Jewish Agency's absorption de-
partment disclosed in a report
to the World Zionist Actions
Committee on the eve of a two-
week session which began Wed-
nesday.
Among these experts, the re-
port said, were nearly 200 doc-
tors, 164 engineers, 62 eco-
nomists, 35 chemists, 22 research
scientists as well as a number
of lecturers, journalists and
similar specialists.
The Jewish Agency maintains
48 "Ulpan" courses for intensive
instruction in Hebrew for im-
migrants for whom Hebrew
language facility is basic to
their work. A total of 4,800 im-
migrants, including 2,000 with
academic education, are study-
ing in these courses.
The report also disclosed that,
despite the great increase in
immigration, the number of im-
migrants in tempora4y housing
has declined.
At the end of March 1956,
135,000 immigrants lived in such
housing, including 46,000 in
Maabarot. One year later, by
March 1957, the total temporary
dwellings was 125,000, includ
ing only 32,000 in the Maabarot,
the flimsiest type of tempo-
rary housing.
Fifty per cent of the total
newcomers during the past year
were initially housed in make-
shift dwellings, 17 per cent re-
ceived housing with relatives
or by their own efforts, 13 per
cent were permanently settled
in agriculture and the re-
mainder received public hous-
ing.
