Submarine Deal, Linked in New
Nasser 'Incitement to Riots'
An extensive Arab propaganda campaign, apparently aimed at rescuing Gamal
Abdel Nasser's declining prestige, was leveled this week at Israel, the United _States-
and Jordan, who were accused of conspiring to effect an Israel-Jordaniiin peace.
Stories emanating from Cairo link the charged collusion with an attempt to sacri-
fice the Arab refugees. Osgood Caruthers; New York Times correspondent, re-
ported from Cairo: "Diplomats see in President Nasser's campaign an all-out effort
to incite the half-million Palestine refugees in Jordan to open revolt."
The Egyptian campaign also include- d accusations against Lebanon and its
Foreign Minister Charles Malik. JTA reports from London that Lebanon had de-
livered a strong protest to Egypt against the Egyptian press attacks on Malik
which accused ''him of colluSion with the Israeli Ambassador Abba Eban in the
United States. The charges in the Egyptian newspapers alleged that Malik was
plotting with Israel and the United States against "Arab unity."
The JTA report states that an alleged exchange of friendly messages be-
tween Malik and Eban is quoted in the Cairo press. The Egyptian home service
broadcast commented that "the Arab peoples will -not allow imperialism and its
stooges to carry out their cunning plans." Ambassador Eban was quoted as hav-
ing told Malik his attitude "has met with much satisfaction in Tel Aviv."
Walter Eytan, director of the Israel Ministry for Foreign Affairs, in a Kol
Zion broadcast, made this comment on the alleged correspondence:

Talks Egyptian Propaganda
WASHINGTON, (JTA)—Egyptian reports of secret Israeli
talks with Arab states friendly to the United States were described
by. State Department spokesman Lincoln White as "self-serving
propaganda which has no basis in fact."
Cairo reports had alleged that the United States is acting
as mediator in talks between Israel and Arab states opposed to
Egypt and Syria. The purported talks were about "resettlement
of Arab refugees in Iraq." White said the United States knows
of no such talks. He noted, however, that the United States favors
all peaceful efforts to resolve Arab-Israel problems including
direct conversations.
State Department sources said Egypt and Syria are attempt-
ing to inflame the Arab masses against the anti-Nasser leaders
of other Arab states by alleging that a plot is underway in col-
lusion with Israel and the United States against the interests of
Arab refugees now living in Jordan.

Soviet Submarines Reported
Nearing Aqaba; Menace Israel
LONDON, (JTA)—Soviet submarines delivered last week to
Egypt may have already slipped through the Suez Canal into the
Red Sea to menace Israel shipping through the Gull of Aqaba,
it is reported in cables from Beirut, capital of Lebanon.
Another report originating with the Middle East News Agency
in Cairo claimed that American ships "regularly" call at the Israeli
port of Elath, at the head of the Gulf of Aqaba. The Arab news
agency alleged that two Israeli destroyers and two torpedo boats
maintain "round-the-clock" watches between Elath and the Tiran
Straits.
(The arrival of Soviet submarines in Egypt was believed
among topics discussed Wednesday when Israel Ambassador
Abba Eban met with William Rountree, Assistant Secretary
of State for Near Eastern Affairs, in Washington).
(From Jerusalem it was reported to the JTA that political
observers there believe the Soviet submarine transfer and the
dispatch of Russian vessels to the Mediterranean Sea were basi-
cally anti-American moves to back up Syria and to convince the
West that no matter how many Soviet notes it rejects the USSR
is in - fact a Middle East Power. Nevertheless, informed Israeli
quarters feel that while Moscow may have anti-American aims,
Egypt's President Nasser will use the submarines and this new
demonstration of Soviet support as anti-Israel weapons, the cable
stated.)

right of "free and innocent passage" of ships through the Gulf

can ships reminding them that any interference with this right
should be reported to the nearest American- diplomatic mission,
was warmly Welcomed by an Israel Foreign Ministry spokesman.
However, he expressed regret that the United States Government
had not taken this opportunity to declare its opposition to Arab
Arab nations. Only Israel, the tiniest state in the area is free from political intrigue s
League boycott regulations as far as the gulf was concerned.
