The Israel
JERUSALEM
Students' Union decided Tues-
day not to send a delegation to
the forthcoming International
Youth Festival in Moscow this
summer unless it is permitted
to make arrangements indepen-
dent of any other group.
The non-Communist group
was prepared to send a delega-
tion of 80 young men and
women to Moscow, but was told
to make arrangements jointly
with the Israel festival commit-
tee.
"We see the festival commit-
tee as past of the Communist
party, and we are not willing
to discuss with them our dele-
gation," the Israel Students'
Union declared. It is awaiting a
reply from Moscow on whether
an independent delegation will
be accepted.

State of Israel Development Bonds are being used to expand
and improve Israel's tire producing industry, which has become
one of the nation's most valuable dollar earners. Begun in 1952
with investment capital derived from Israel Bonds, Israel's
tire manufacturing industry produced 200,000 tires of various
sizes with a total value of $5,100,000 in 1956, as compared with
40,000 automobile tires valued at $1,800,000 during its first
year. In 1956, Israel exported $2,900,000 worth of tires, while
in 1953, the first year Israel shipped its tires abroad, only
$996,000 worth of tires were sent to foreign _markets. Shown
above is a section of the new Heavy Duty Division of the
General Tire Corporation, which was built with the aid of
Israel Bond allotments.

Sen. Kennedy Sponsors
Immigrant Aid Bill

WASHINGTON (JTA)—Sen.
John F. Kennedy of Massachu-
sets introduced in the Senate
a bill to admit 89,000 emerg-
ency immigration cases, includ-
ing 5,000 persons — Jews and
others—expelled from Egypt.
In a statement to a luncheon
of the American Jewish Com-
mittee, Sen. Kennedy expressed
the hope that Congress would
examine the entire immigra-
tion policy "to adapt it to the
needs of our present role of
world leadership."
He said a new policy should
"shape immigration to foreign
policy." He called for "some
measure of flexibility to take
care of sudden developments
like the expulsion of Jews
from Egypt or the revolt in
Hungary."
The Senator said he regards
as "inadequate" the reasons
given by the Attorney General
for failing to offer Egyptian
Jewish refugees the same
emergency parole entry facili-
ties provided to Hungarian
refugees. Sen. Kennedy said
the Executive Branch possesses
"a legal measure of flexibility
now in the parole provision."
He said "it has been used
only in the case of the Hun-
garian escapees; and the Attor-
ney General has declined for
what I consider to be inade-
quate reasons to apply it
equally to the Middle East."

New Jersey Council Urges
Community Kashrut Rule

PLYMOUTH, Mass. (AJP)—
The arrival of the Mayflower II
has prompted many New Eng-
landers to look up their records
and history of the original ves-
sel carrying the 120 Pilgrim
Fathers to this quaint town in
1620.
- One of the records recounts
that just before the Mayflower
left England, the leader of the
group, Cotton Mather, called
together the Pilgrims as he
opened the Bible and read to
them from 2 Samuel, chapter 7,
verse 10, the following:
"And. I will appoint a place
for my people Israel, and will
plant them, that they may
dwell in their own place, and
be disquieted no mare; neither
shall the children of wickedness
afflict them any more as at the
st." t
fir mer
reading this passage,
Mather said: "We are now go-
ing to that land."

Ike Would Like Action
on Immigration Changes

WASHINGTON (JTA)—Pres-
ident Eisenhower was described
by Senate Republican Leader
William F. Knowland as anxious
for speedy action by Congress
on the President's ,previously
recommended changes in immi-
gration law.
Sen. Knowland reported the
President's request after a talk
with him at the White House
on Congressional business be-
fore adjournment..
The present total quota is
154;847 a year.
Th e Presi-
dent would raise the total im-
migration to 190,000 a year and
pool quotas so visas not used by
persons from some countries
could be received by those from
countries that had exhausted
their quotas.
The President made his for-
mal proposals Jan. 3,1 . They
have not yet undergone com-

Attempt to Bar Jewish
Congress from ILO
Parley on Bias Fails
GENEVA, (JTA) — Egypt
sought to bar the World Jewish
Congress from participating in
discussions of discrimination in
employment on the grounds that
the Congress is a racial not an
international organization.
The move, at a_ meeting of
an interim committee of the.In-
ternational Labor Organization
conference on discrimination,
failed when ILO director gen-
eral David Morse ruled that the
WJC was an international or-
ganization with consultative
status before the United Na-
tions. The attempt to bar the
WJC was made by Abdel
Moghni Said Salama, a repre-

sentative of the Egyptian Gov-
ernment.
