Philadelphia Commission Urges Ban
on Discrimination in U. S. Colleges

PHILADELPHIA, (JTA) —
Legislation to prevent discrim-
ination in colleges and profes-
sional schools because of race,
religion or national origin, was
urged by the Philadelphia Fel-
lowship Commission, which
represents the united effort of
the community to promote
equal rights and equal oppor-
tunities for all people.
At a hearing before the Phil-
adelphia Committee on Higher
Educational Opportunities, held
at City Hall, David L. Ullman,
local attorney who is vice pres-
ident of the Fellowship Com-
mission, presented for the first
time in public a series of docu-
mented studies and surveys.
A -25-year study of admission
practices in 14 professional
schools in the Philadelphia area
showed that with few excep-
tions, the professional schools
studies admitted an average of
less than one percent of Negroes
in any of their classes; eight
out of 14 schools studies admit-
ted an average of less than five
percent of students of Italian
extraction, only four admitting
more than 10 percent (Hahne-
mann Medical — 12.5 percent;
College of Osteopathy — 11
percent; Temple Law — 10.5
percent; Temple Dental — 10
percent.
In the case of Jewish stu-
dents, an average of less than
15 percent was shown from
classes of 1936 through 1960
at four -professional schools
— Penn Medical (13.7 per-
cent), Jefferson Medical (12.2
percent), University of Penn-
sylvania School of Veterin-
ary Medicine (11.8 percent)
and Temple Medical (10.7
percent).
A five-year study of the ex-
periences of pre-medical stu-
dents from the University of
Pennsylvania and Temple • Uni-
versity also showed a definite
pattern of discrimination, de-
clared Mr. Ullman. The study
showed that every single Pro-
testant student with an "A"
and "B" average was accepted ,
.by some medical school. Irre-
vocable evidence of discrimina-
tion was revealed in the experi-
ences of students on the "B"
level where two-thirds of the
Protestant students were accep-
ted by some medical school.

TEL AVIV—A picked foot-
ball team from the Israeli army
scored a 3-1 victory Monday
over a French army team in an
Independence Day game before
41,000 spectators who included
Prime Minister' David Ben-
Gurion.

Many of the spectators, in a
characteristic display of pro-
French sympathy, shouted en-
couragement to the French
players.

On the same scholastic level,
only one-third of the Jewish
students and only one-fourth of
the Catholic students were ac-
cepted by some medical school.
Only one-third of the Jew-
ish students were accepted by
some medical school .

NEW YORK — Nearly one
out of four resort hotels in the
U.S. practices religious discrimi-
nation in admission of guests,
according to a national survey,
the first of its kind, made by
the Anti-Defamation League of
Bnai Brith.
Bernard Nath, Chicago at-
torney and chairman of the
League's national executive
committee announced that the
survey encompassed 3,014 hotels
in this country, Canada, Mexico,.
Hawaii, Alaska and the Carib-
bean. He said the survey re-
vealed that enforcement of state
laws against discrimination in
public accommodations is the
key to eliminating hotel bias
and that discrimination in the
U.S. is less than in Canada, but
greater than in Mexico or Ha-
waii.
In the Midwest, Michigan,
Minnesota and Wisconsin,
where there has been wide-
spread discrimination against
Jewish vacationers for years,
continue to show a discrimina-
tion rate above the national av-
erage. The rates for these three
states were Michigan, 48.7 per-

Beigin Appeals to
U.S. Against Nasser

NEW YORK, (JTA)—Mena-
chem Beigin, chairman of the
right-wing Herut party in Is-
rael, told a ninth Israel an-
niversary celebration meeting
here that he hoped "the free
world and especially the United
States" would "reconsider their
attitude" toward President Nas-
ser of Egypt "who threw open
the door in the Middle East and
the gateway to Africa to Com-
munist penetration and exten-
sion."
- He told the rally, sponsored
by the United Zionists-Revision-
ists of America, that "Gaza was
and is an integral part of our
native country," adding that
"it was occupied. as a result
of aggression by Egypt in 1948
and turned into a base of per-
manent attack against Israel."
Beigin returned to the U.S. to
resume a tour started earlier
this year.

erature, 237, or 22.7 per cent
clearly showed discrimination
against Jews. The remaining
828 were classed as non-dis-
criminatory, but 11 per cent of
the group have past records of
discrimination.

The core of the problem, Nath
declared, lies in the many hotels
which declined to clarify their
policies towards Jewish guests;
525 such resorts have been sub-
jects of complaints. It leads us
to believe that the survey un-
derestimates the true situation,
he said.
