Israel to Operate Regular
Shipping Service from Elath

TEL AVIV—Regular service on an Israeli shipping
line from the Gulf of Aqaba Port of Elath to South
America, Africa and the Far East will soon be in opera-
tion, M. M. Tzur, director of the foreign trade department
of the Ministry of Commerce and Industry, predicted
Tuesday. He said small ships like the Catherine Madre
and the Pandora, which last week made the first trip
through the waterway since the Sinai campaign, would
maintain regular service from Elath.

JERUSALEM—Premier David Ben-Gurion has sharply criticized United Nations
Secretary General Dag Hammarskjold, accusing him of a biased approach to ques-
tions of observance of the Arab-Israel Armistice agreements.
Replying to questioners in the Kness et, Ben-Gurion declared that while Ham-
marskjold was insistent on maintaining the juridical status of the Egypt-Israel armis-
tice agreement when it was in Egypt's interest, he refused to maintain the legal status
when it involved Article Eight of the Jordan-Israel armistice agreement concerning
freedom of approach to Holy Places under Jordan's control.
The Israeli Premier charged that Hammarskjold had even refused to report to the
United Nations Israel's complaint on this score raised during the course of the Secre-
tary-General's last visit to this country.
Senior government officials said Tuesday that there was no point in conducting

discussions with Hammarskjold so long as there was no reply to the quip.-4- 2 -

WASHINGTON, (JTA)—The United States has started talks with Israel on the
resumption of some $20 million in economic aid, it was announced by - the State De-
partment. The talks, which opened here and in Tel Aviv last Monday, were described
as preliminary.
It is assumed that the return of U.S. to chnicians will await the outcome of the
talks. The question of resumption of U.S. t ourism to Israel is outside of the framework
of the aid talks. Passports for Israel are still denied except in special cases.
(Despite the State Department announcement that the United States-Israel talks
for resumption of U.S. aid have been open ed, it is understood in Jerusalem that no
progress has been made. Israeli circles suspect the State Department of stalling, but

Israel's Aqaba Shipping

JERUSALEM (JTA) — The United States Government
believes that President Nasser of Egypt will not dare interfere
with Israel traffic through the Gulf of Aqaba, Foreign Minister
Golda Meir allegedly told the Israel Cabinet when she reported.
on her hurried trip to the United States and the UN.
It is understood that Secretary of State Dulles urged that
Israel not be hasty in reference to Egyptian moves in the Gaza
Strip, and that if Israel gives the U.S. an opportunity to work
in that direction there will be no need for Israel to act.
If Nasser acts against Israeli shipping, Mrs. Meir is
reported to have said,, the U.S. will take the gravest view of it
and it possibly could influence the U.S. attitude toward any
Israeli counter-action to the blockade.
Upon her return to Israel, Mrs. Meir revealed that Israel
had made certain "realistic" proposals on the Gaza Strip to
the State Department and that Israel is awaiting an American
reply.
A senior official of the Israel Foreign Ministry charged that
what I% happening in the Gaza Strip, in the light of what
United Nations Secretary General Dag Hammarskjold had said
would take place there following Israel's withdrawal, approaches
an "international hoax" and is creating in Israel a serious loss
of confidence in the United Nations.
The opening of a nationwide campaign to force the Israel
government to go to the people in an election on the issue of
its withdrawal policy, was announced in Tel Aviv by Menahem
Beigin, head of the Herut Party,.
