Nasser's concession not to send troops into the area and his plans to assign only a civil administrator are interpreted as admissions that he is unable to cope with Israel's military strength and will not risk it. The appeal to Egypt by the United States to comply with United Nations decisions and the efforts of Dr. Ralph Bunche, in behalf of the UN, to arrive at a compromise, have postponed any drastic decisions, but the situation continues to be tense and a new -Israeli move upon Gaza is not excluded in the event of continues arrogance 'by Nasser in defiance of Israeli, U.S. and UN positions. Railway and telephone installations from Gaza to Israel are reported to have been blown up. Presi- dent Eisenhower revealed at his press conference on Wednesday that the U.S. has made new proposals to solve the issue. He said the next move is up to the UN, whereas Prime Minister David Ben-Gurion is reported to be hold- ing the U.S. responsible for action to avert a crisis. The Times asserted that "Egypt may be blamed this time" in the furor cre- ated by Col. Abdel Nasser's demand for the Gaza Strip "but not entirely." Col Nasser's decision to take over civil administration of the Gaza Strip was made, the Times, said, with "the usual air of bravado," adding, there seemed "little doubt" that the demonstrations in the Gaza Strip were "provoked by Cairo." Nasser seems confident, the editorial added, "that after his success in the United Nations he could say and do much more with impunity, indeed he can depend on the outright approval of many members of the General Assembly who have their own reasons for not _ wanting to see the United Nations Emergency Force become effec- tive anywhere." • Asserting that the Gaza Strip was "a great opportunity missed," the London Times said that "if it could have been administered as a whole by the UN there would have been far greater security." . "Events have moved back to the old familiar dangers and uncertainties with only a few hundred UN soldiers as a screen," the editorial said. • •• Pro-Egyptian Elements Force Deterioration on Gaza Direct JTA. Teletype Wire to The Jewish News TEL AVIV.—Further deterioration of security conditions in the 'Gaza Strip was reported here Tuesday as pro-Egyptian elements renewed activities aimed at destroy- ing the authority of the United Nations forces stationed in the strip following the Israel withdrawal. Deputy Mayor Munier el Rais of Gaza, an ardent Egyptian agent, announced that he had taken over responsibility for "internal security" in the area. He has so com- pletely terrorized municipal workers and public service employes that they fear to appear for work, thus paralyzing the public services. The UN forces, it was reported here Tuesday, are short-staffed and unable to deal with this situation. UNEF units are unable even to maintain coordination since the pro-Egyptian elements are jamming the local telephone, services. The UN forces have recognized El Rais as "head" of the council which has pre- sented a statement to the UNEF command declaring that the population rejects coop- eration with the United Nations and demands the return of the Egyptian adminis- tration.
