VVashington Eclipses
In Approaching Solutions
Based on New Formula

UNITED NATIONS, N.Y.—Reasons for stalling action here on a proposed resolution,
purportedly based on a plan outlined by Canadian delegate Lester Pearson, became
apparent with the announcement that several days of negotiations between Secretary
of State Dulles and Israel Ambassador Abba Eban, in which they were joined for the
first time, on Wednesday, by Israel Foreign Minister Golda Meir, had resulted in an
agreement on Israeli withdrawal without the necessity of a UN resolution.
It is expected that Israel Premier David Ben-Gurion will approve the agreement
before the week ends, ha spite of some opposition.
Thus, what- could have developed into another acrimonious battle, was forstalled
by action not by the international organization but by agreement reached between
the United States and Israel, with the strong urging and endorsement of the French
ciovei.'nment.
The visit in Washington of the French leaders, Guy Mollet and Christian Pineau -
contributed greatly- towards the speeding of the agreement.
The UN once again was eclipsed as a world power by the U. S. and the expected
solution—if it materializes as foreseen—once again elevates Washington as the world
capital above the UN.. .
The emerging consequences of the new agreernelit .are the results of two days
of tense developments.. They appeared to have been predicted in a statement by_ State
Department spokesman, Lincoln White, on Wednesday, t!at there ,would be no change
in U. S. policy as outlined by President Eisenhower on Feb. 20. The situation be-
came complicated by the speech of .French Premier Monet who differed radically
with President Eisenhower in his all-out reassurance of support to Israel and en:-
dorsement of her position.
