Dingell Blasts Administration
for Considering Sanctions
In a message last week to the
House of Representatives, Mich-
igan Cong. John D. Dingell ex-
tended these remarks for the
record!
"RecentlY, I voted for the
Middle East resolution, spon-
sored by the Administration. I
did with great reluctance be-
cause I felt that this resolution
impaired the basic constitu-
tional relationship between the
President and Congress.
"Moreover, the Congress was
compelled to act on the reso-
lution because of Mr. Dulles'
(Secretary of State John Foster
Dulles) previous ineptness. The
resolution conferred on the
President powers which - every-
one, including the committee
reporting the matter, conceded
were already his.
"Mr. Dulles conceded it did
not attack the real problems in
the area. At the time the matter
was voted upon in the House,
the resolution appeared to be
hasty, ill-timed and ill-con-
ceived. It mixed foreign policy
with foreign aid authorizations,
a thing which should never be
done.
"Nevertheless, I voted for the
proposition on the premise that
failure to do so would make
America appear weak and inde-
cisive on policy in this vital
area.
" In the time since this matter
was brought before the 'House,
we are learning how the Ad-
ministration proposed to use
this power. The Administration;
it is reported, is already pre-
paring to expend funds author-
ized in, countries which have a

example, Saudi Arabia whose
oil resources provide $360,000,-
000 a year; and Iran, which has
an oil income of about $150,-

"There is strong evidence that
Mr. Dulles' creature, Nasser, is
to receive substantial aid under
this program. Thus, we witness
a situation where the U.S. is
about to aid the real trouble-
makers in the area.
"Consideration of the matter
has disclosed that the threat of
Soviet armed intervention used
to rush this matter through
Congress was non-existent and
probably will not 'materialize
in the forseeable future. In-
deed, according to recent state-
ments by the President, Mr.
Dulles and Admiral Radford,
this danger now appears non-
existent.
"It further appears that Mr.
Dulles is now considering ap-
plication of economic sanctions
on Israel because that nation
seeks guarantees that her right
to peaceful existence and access
to international welfare be
respected.
"It is unnecessary to point
out that real aggressors with
blood-soiled hands, like Russia
in the Hungarian affair, or In-
dia, in its seizure of Kashmir,
are not threatened with sanc-
tions by our braggadocio Mr.
Dulles.
"Only little Israel, which is
virtually friendless in this
world of oil and power politics,
receives this unwelcome at-
tention.
"If the Secretary continues to
show his present attitude in his
anti-Israel -declarations, many
of us will probably be com-
pelled to vote against any con-
ference report on this resolu-
tion."
BENJAMIN H. SWIG, of San
Francisco, has accepted the na-
tional cash chairmanship of the
1956-57 Combined Campaign
for American Reform Judaism,
it was announced by A. B. Po-
linsky of Duluth, Minn., gen-
eral chairman of the nation-
wide campaign,.
