Libertarian forces in this country, and spokesmen for a large but undetermined
number of democratic countries in Europe and on this continent were heartened
this week by developments in the Middle East, which are interpreted as a triumph for
Israel's claims to the • right to self-protection against any and all pressures upon her
freedoms and upon the security of her 1,900,000 inhabitants.
Loud bursting of the bubble of threatened sanctions has forced the U. S. State
Department to make a sudden about-face in its earlier threats to Israel. It has ex-
posed the weakness of the position of the United Nations in handling the Israel-Arab
issue and has revived demands for immediate action for a stable Israel-Arab peace.
It is now admitted that the steps pursued until now are too weak to lead to stability
in the Middle East, that the "assurances" to Israel by the United States are too vague,
that Israel is justified in rejecting vaguen'ess and in demanding realistic approaches
to the issue and that only direct, frank and open demands for peace will bring solu-'
tions to grave issues which, if unsolved, can only lead to another world war.
Meanwhile, reports from Gaza are that the Arabs in the contested strip—the
residents as well as refugees, all of whom refuse to be referred to as Egyptians =
have indicated that they welcome the Israel administration there, that they recog-
nize the benefits brought them - by that administration and that: they desire to co-
operate with Israel.
There is a strong desire among the Israelis,, whose demonstrations last week
showed, a determination not to yield to any - decisions which compel them to "com-
mit suicide" by yielding to further concessions, to cooperate with the United Nations
and the United States, and it is generally felt that Israel's position has shown that .a
firm stand in defense of just rights will lead to moral triumphs for Israel and for
. those who seek peace and justice in that area.
British, French, Latin American,: Turkish, Irish and many other spokesmen for
European countries. endorsed' ISraell "will to live," and have indicated that they will
fight to a finish against any proposals of sanctions against the Israelis.
Egypt's President Nasser was reported on Wednesday to be yielding in favor of
Secretary of State Dulles' proposals for a guarantee of free Israel shipping through
the Gulf of Aqaba, but there were contrary reports on Thursday. _

While the, United Nations remained in. a. quandary over the
- sta!us of the • Gaza Strip, which Israel refuses to evacuate
wi,iiout Proper–assurances of security to her people, - and
- although the U. S. State Department continues to issue threats
- to Israel, the . people • of daia appear to have emerged the •
_ happiest lot - from the Middle East cauldron that began to boil
' when Israel struck for security on' Oct. 29. All indications are
that Gaza's poulation does -not want Israel to leave. For the
first time, they have a stable government, under Israel's ad-
. ministration. Their food rations have been_ increased, with
appropriations of more than $1,000,000 made by the Israel gov-
ernment..They have electricity. The 290,000 Arabs—including
- 200,000 refugees—who live there have elected Arab officials.
They have proelaimed publicly that the GazaStrip never had
. it so good and the town council announced on Jan. 24: . "We
welcome the declaration of Prime Minister David Ben-Gurion
that the Israel administration hi the Gaia area will continue."
This is part of the admission that the Israelis did more to help
Gaza's inhabitants in three months thin. Egypt did in •a decade
and off the record .even UN officials have been repoited as
"saying that - Israel has negated . Egypt's. refusal to help these
people and for the first time has introduced humanitarian
-- principles in Gaza's life. The photos show- life in Israel-ad-

JERUSALEM—Israel is approVing the United States guarantee of Arab non-in-
terference: of shipping in the Tiran Strait as a satisfactory' assurance of freedom of
naVigation .in the Gulf of Aqaba, it - was re ported . Thursday.

CoMinenting on reactions of Israeli officials to the proposals made by Secretary
of State John Foster Dulles to Israel Ambassador Abba Eban in Washington, Mon-
day, these sources said Israel still feels that an alternative way out of the present
United Nations deadlock on Israeli withdrawal is the stationing of UN Emergency
Forces4at Sharrn el Sheikh positions; until a permanent solution is reached.
Mr. Dulles was understood to have made a series of new proposals to both Egypt
and Israel, urging that Israeli withdrawals -be linked to Egyptian assurance of corn-
plianCe with past promises, to respect the right of free passage for all ships through
the Gulf of. Aqaba, including those of Israel.
The United States would undertake to support the principle of free passage in
the -Gulf of Aqaba if Egypt violated a new guarantee of non-interference with ship=
ping. The proposal included readiness of the United States to place a ship in the
Strait of Tiran to back up its guarantee of free Aqaba passage.
Foreign Ministry officials were explicit in insisting that Israel wants more than
the formality of a declaration of non:belligerence from :Egypt and demands a dec-
laration from Egypt that non-belligerency means the cessation of the Egyptian block-
ades of the Gulf of Aqaba and the Suez Canal as well as cessation of Fedayeen attacks.
The- Israeli officials said that the spirit of the latest UN General . Assembly Dec-
