manent settlement of the ex-
plosive Israel-Arab conflict, but
there is no general agreement
on how to achieve it, Robert
Aura Smith, eastern affairs ex-
pert for the New York Times,
reports in the February issue of
Elks Mazagine.
"Our concern, here in the
United States, is real," Smith
warns. "It is not just a part of
our population that has a stake
in Israel. It is rather that our
whole population has a stake in
world peace."
Among Smith's recommenda-
tions are:
1. United Nations responsibil-
ity for establishing and patrol-
ling effectively any boundaries
that can be set.
2. -UN steps for resettlement
of Arab refugees, not only on
humanitarian, but on practical
grounds.
3. A concerted effort, in the
UN and elsewhere, to promote
regional development of the en-
tire area. "Those same skills
that have made possible the
growth of Israel should be ap-
plied, also, to making the life
of the Arabs more fruitful. In
this way, Israel can become the
friend and help e r, not the
menace."
4. UN and U.S. obligation to
tell the Soviet Union to keep its
hands off this area.

nounced plans to dismiss 2,000
to 2,500 government workers

The proposed cut in civil serv-
