JERUSALEM — Israel has
completed the first phase of its
evacuation from Sinai and may
start the second phase this
week. The Jewish state still
insists, however, t h a t' total
evacuation requires effective
guarantees • of freedom of navi-
gation through the Bay of Eilat,
informed circles indicated here
on Wednesday.
Mrs. Golda Meir, Israeli
Foreign Minister, arrived in Is-
rael from New York Wednesday
for five days of cabinet con-
sultations. The goal of the talks
will be to decide on a strategy
to enable Israel to face expected
United Nations' pressures until
such guarantees are Obtained,
the report said.
Israel's efforts to link com-
plete withdrawal with advance
international guarantees w a s
considered likely to bring the
withdrawal issue before the UN
General Assembly.
Diplomatic circles here were
reported as convinced that a
two-thirds General Assembly
vote for complete withdrawal is
certain, but hope was expressed

that enough votes could be mus-
tered in the Assembly to block
another withdrawal resolution.
Otherwise, it is pointed out,
Israel faces the uncertainty of
a strong UN demand for uncon-
ditional withdrawal and a re-
turn to the situation of blockades
t:1 Suez and Aqaba shipping
which the UN itself has de-
nounced.
Israeli diplomats are con-
vinced that the Western nations
will not vote for an uncondi-
tional withdrawal resolution.
Israeli public opinion is steadily
hardening against total and un-
conditional withdrawal.
There is also, it is reported, a
groWing public readiness to face
the possible consequences of
Israeli insistence on guarantees
as pre-conditions for total with-
drawal.
Shmuel Mikunis, communist
member of the Knesset, arrived
Tuesday from a Moscow • visit
with a statement that Alexan-
der Abramov, the Soviet Am-
bassador to Israel who was
abruptly recalled when Israel
launched the Sinai campaign,
will not return to Israel until
total evacuation is completed.

a Council of Young Israel
Branches of •Metropolitan De-
troit, according to chairman
David I. Berris, who is also
president of Young Israel of De-
troit.
Ratification of the Council
plan occurred last Monday, at
a meeting held at Young Israel
Council of Oak Woods. Hillel
L. Abrams, David I. Berris and
Meyer Eisenberg represented
Young Israel of Detroit; Harry
Blitz, Samuel Novetsky and
Norman Sukenic, Young Israel
of Northwest; David Bodzin,
David Feldstein and Max Nus-
baum, Young Israel of Oak
Woods. Bodzin was elected
secretary of the new Cbuncil.
First event to be sponsored
by the new organization will be
a "get-to-know-Young Israel
members" affair on Feb. 2, at
the Oak Woods Young Israel:
Oak Woods Sisterhood members
will act as hostesses. Meyer
Eisenberg and Rabbi Joshua S.
Sperka will plan the program.
Attendance will be free of
charge.

UN Expert to Assess
Monastery Manuscripts

PARIS • (JTA)—Prof. Gerard
Garitte of the University of
Louvain, Belgium, left Paris for
the Sinai Peninsula on an offi-
cial mission for the United Na-
' tions Educational, Scientific and
Cultural Organization to verify
the preSent condition of ancient
manuscripts stored in the St.
Catherine Monasteri.
The request for an expert
survey came to UNESCO from
the government of Israel follow-
ing a number of published re-
ports that the Monastery's
priceless documents had been
damaged by Israeli forces in the
recent conflict. The Monastery
dates from the Third Century.

Ceremonies are planned by
Detroit Lodge, Knights of Py-
thias, this Wednesday evening,
at Holiday Manor, at which the
following newly-elected offi-
cers will be installed:

TEL AVIV — The Iiistadrut,
Israel's Federation of Labor,
will shortly establish two one-
million pound funds to assist
new immigrants and encourage
artisans to open workshops in•
deVelopment areas' and new
towns, Pinellas La -von, secretary
general of the organization, an-
nounced here Tuesday.
He revealed that the or-
. ganization, which draws most
of its membership from the
non-religious Socialist and left
parties, will set up a one mil-
lion pound fund to be used to
construct synagogues and other
religious edifices in religious
centers.

all Histadrut enterprises last
year handled a total of 1,600,-

was stated, were used for medi-
cal and cultural facilities for
immigrants-, rather than for
