Confounded confusion continues. t© be,

Our Secretary of State,. John. Foster
Dulles, and Soviet Russia's First Deputy
Premier, Anastas L. Mikoyan, have af-
firmed Israel'S right to free shipping
through the Suez Canal, but their com-
ments were accompanied by rebukes to .
Israel for recent reprisals. The Israelis
justifiably ask why there is silence when
Jord.a.nians and Egyptians send their
"fedayeen" suicide squads into. the jgwiskt
State to murder and plunder.
It ,is evident that the world' powers
continue to lack a program , for action in
the Middle East. They fail to take into
account these provisions of Article I of
• the General. Armistice agreements signed,
in 1949, betWeen Israel and Egypt, Jordan,
Lebanon and Syria: ;.
"With a view to promoting the re-
turn of permanent peace in Palestine
... the following 'principles shall be fully
observed by both Parties:
"No aggressive action . . . shall be
undertaken, planned or threatened;
"The right to security and freedom
from fear of attack . . . shall be fully
respected-.
There is only one' step to be taken in
fulfillment of these agreements: to strive
for peace and to demand that the Arab
states sit with Israel, at a diplomatic table,

But, how can we hope for peaceful
arrangements as long as the nations of the
world tolerate the constant instigation to
