Defending Israel's defense pol-
icy, Rabbi Silver said "it serves
no purpose at all to brand every
act of self-defense on the part
of the Israelis an act of reprisal.
Just what is expected of the
people of Israel? Is it expected
of them that they should sit
there on the borders as clay
pigeons to be shot at will by
Arab terrorists and then to have
the families of the slain and
wounded comforted by the fact
that a representative of the Un-

indefinitely?"
At a reception sponsored by
the Jewish National Fund, a
scroll was presented to Er-
nest E. BarbaraRh, editor of
the American Zionist and di-
rector of ZOA public rela-
tions, honoring him with the
planting of a grove in his
name in Israel in recognition
of his "three decades of dedi-
cated service to the Zionist
movement."
The ZOA has gained 16,500
new members during the year
and its membership now totals
107,000, it was reported by Dr.
Sidney Marks, executive direc-
tor of the organization.
The convention decided to
merge the ZOA national execu-
tive committee and the national
administrative council into a
unit to be known as the Nation-
al Executive Council which will
be headed by Abraham Good-
man.
