Israel 'Forced' Into Reprisal Raid on Jordan

Jewish Telegraphic Agency reports on the Middle East situation, by direct
teletype to The Jewish News, state:
At the United Nations, on Wednesday morning, Secretary General Dag
Hammarskjold called in the permanent representatives of the following member
nations for discussion of the Palestine situation: Israel, Jordan, France, United
States, United Kingdom and the Soviet Union.
The report from Jerusalem states that an Israel Foreign Ministry spokes-
man issued a statement regarding the night reprisal raid carried out on Tuesday
by Israelis against the Jordanians in the Khussan section in which, according
to the Israeli announcement, some 50 Arab Legionnaires were killed. Israeli
casualties were reported as five dead and nine wounded. The Foreign Ministry
statement added:
"No government in the world could fail to act in defense of its citizens in
the face of continuing murders organized from across its borders. Pronouncements
suggesting that Israel should forego such a defense cannot but have encouraged
further aggression. The attack was an effort at bringing home to the Jordan
authorities their own interest in bringing an end to attacks against Israel citi-
zens and against Israel territory.
The spokesman said that 24 hours after the Jordan troops fired on a crowd
of archaeologists, murdering four and wounding 16, Jordan forces recrossed the
border, murdered a woman olive picker and later another force crossed into
Israel, murdering a tractorist and wounding another.

"These attacks climax a series of unabated acts of aggression in the past
six months in complete disregard of Jordan's obligations under the Charter and
general armistice agreement and in flagrant violation of the cease-fire pledge
given Secretary General Hammarskjold. During this period 36 Israelis were
killed and 51 wounded along the Jordan border."
In Tel Aviv, an official army spokesman stated that Jordanian Legion posi-
tions were captured and a police station in Khussan was blown up, while two
armored cars, heavy mortars, machine guns and rifles were captured. The Israelis,
the statement said, returned later to their bases.
Reports since then, however, were that sporadic exchange of gunfire was
continuing. The Arabs claimed to have killed 150 Israelis in counterattacks.
Israel Foreign Minister Golda Meir requested to see Gen. E. L. M. Burns,
UN truce supervisor, Wednesday afternoon. Burns had proceeded to the scene
of fighting following reports that truce observers were unable to commence
investigations due to continuing fighting.
When Gen. Burns submitted a request for a cease fire, he was told that it
would be presented to the proper sources, with the Israeli comment that he had
not yet received a Jordanian agreement. He was reminded that Mrs. Meir had
indicated to him at her last meeting with him that if Jordan is interested in
preventing violence it was for King Hussein to state so publicly and to halt
incitement against Israel. The Tel Aviv report states that when Gen. Burns
was asked whether he had contacted Jordan for a clear assurance of a halt to
murderous attacks the reply was unsatisfactory.
