Mr. Horowitz, who is the former Director General of the
Finance Ministry of Israel, was, one of the pioneers of the Israel
Bond Drive. He was one. of the handful of Israeli leaders, along
with David Ben-Gurion and the late Eliezar Kaplan who accur-
ately predicted the response of the American Jewish Community
to a bond flotation. Horowitz is responsible for the organization
of the present system of banking in Israel:

school system, Mrs. Frayne has

ed an "oscar" as Woman of the
