Hours Announced

All local Precinct police sta-
tions and fire stations and the
Election Commission offices at
Room 202 of the City-County
Bldg., will be open in the next
few weeks to facilitate voting
registration.
Commission offices are open
six days a week from 8 a.m. to
4:30 p.m., and will remain open
from 8 a.m. to 8 p.m. from Oct.
1 - 8 (excepting Oct. 7); Police
stations will be open beginning
next Monday from 12 noon to
8 p.m., Monday to Saturday;
and fire stations will open Oct.
1 to 8 (excluding Oct. 7) from
12 noon to 8 p.m.
Electors who must re-register
are those who have not voted
since Jan. 1, 1954. Persons who
have moved may transfer by
sending a post card or letter,
listing their old and new ad-
dresses, together with their sig-
natures, to the. City Election
Commission.
Naturalized citizens are urged
to bring their Naturalization
papers with them to effect en-
rollment. Month, day, year, city,
state and court must be listed
according to Michigan statutes.
The final day of registration
is Oct. 8 for the Nov. 6 Presi-
dential election. '

DAR Citizenship Manual
Offered J. News Readers

As part of their observance
of Constitution Week, Sept. 17-
23, members of Elizabeth Cass
Chapter, Daughters of the -Am-
erican Revolution, bring to the
attention of the Jewish Com-
munity the "D.A.R. Manual for
Citizenship."
The Manual is compiled and
published by the National So-
ciety of Daughters of the Am-
erican Revolution and is avail-
able in English, French, Ger-
man and Spanish. It is distrib-
uted through the efforts of the
Americanism Committee of the
D.A.R. for the purpose of pro-
moting good Citizenship in or-
der to achieve sincere and
constructive Americanism •
Contents of the "Manual" in-
elude the Declaration of Inde-
pendence, the Constitution of
the U. S., rules governing the
correct use of the American
Flag, the Pledge of Allegiance
to the Flag, the American's
Creed, instructions for mark-
ing a ballot and requirements
for becoming a Naturalized
Citizen.

New Israel Protest Made to Security Council on Suez Issue

UNITED NATIONS, N. Y.,
(JTA) — The Israel govern-
ment informed the United Na-
tions Security Council that
Egypt is, continuing its block-.
ade of Israel-bound shipping
at the Suez Canal in violation
of the Constantinople Conven-
tion of 1888, in defiance of Se-
curity Council decisions and in
disregard of a personal inter-
vention by the United Nations
Secretary General.
Israel thus broke a self-im-
posed policy of silence on the
Suez Canal question aimed at
simplifying matters by the five-
nations commission represent-
ing the London Suez confer-
ence. The diplomatic action
was taken here as indication
that Israel had lost hope that
the maritime powers would be
able to secure any agreement
with President Nasser of Egypt
to guarantee freedom of pas-
sage of the Canal.
The Israel protest, contained
in a letter addressed to the
President of the Security Coun-
cil by Ambassador Abba Eban,
did not call for any immediate
action by the Council but re-
served Israel's right to further
action. The letter was a follow-
up to one of June 28 informing
the Council that Egypt had il-
legally held up transit of a
Greek freighter, the Pannegia,
bound from Haifa to Elath with
a cargo of cement.
The Council was notified that
the ship had now been recalled
to Haifa by the charterers. The
vessel was held at Port Said
since its interception on May
25.

Charges Nasser with 'Brazen'
Defiance of the Council
Ambassador Eban told the
Security Council that "the
Egyptian has thus forced the
vessel to abandon the exercise
of its right to pass through the
Suez Canal. In so doing, Col.
Nasser has demonstrated in
most brazen fashion his utter
disregard for Egypt's obliga-
tions under the Constantinople
Convention of 1888, and for the
explicit ruling of the Security
Council of 1 September 1951, at
the very time when he is seek-
ing to persuade the world that
he is prepared to guarantee
the freedom of shipping
through the Canal."

tional radio audience.
Replying to a barrage of
questions on the CBS "Capitall
Cloakroom" program, the Isra-
el envoy stressed this position
and declared that the maritime
powers must get it into their
heads that no nation has any
more right than Israel to free
navigation and ships of any
other country."
Pressed whether Israel would
not take advantage of Egypt's
difficulties, Mr. Eben affirmed
that Israel hopes for a solution
of the Suez and all other Mid-
dle East problems in accord-
ance with international law. He
said that Israel saw nothing in
Egypt's present situation which
permitted any relaxation of
vigilance.
He refused to speculate on
Israel's course in the event of
a breakdown of the Cairo talks
on Suez.
The Israel Ambassador said
Israel needed more arms to
offset Egypt's "massive rearm-
ament" and to secure these de-
fensive weapons, he said, Is-
rael has "assailed the world's
conscience."
He said Israel has "not com-
pletely solved" the arms prob-
lem "nor have we failed in all
our substantive efforts."

Report Egyptian Arms
Deliveries Exceed $250,000,000
LONDON, (JTA) — British
newspapers r e p or t e d from
Washington that Egyptian pur-
chases of heavy arms from the
Communist countries already
exceed $250,000,000 and may
reach $300,000,000 under the
impulsion of Egyptian Presi-
dent Nasser's desire for faster
deliveries.
The Washington correspond-
ent of the Times remarked that
months ago Secretary of State
Dulles was speaking of "sec-
ond-hand arms" and of time
needed to determine their po-
tential effectiveness. He re-

"has never emerged, though
present reports talks of air-
craft ,tanks and artillery being

Germany Greets Jews in Reich
And Those Who Fled Nazis
BONN, (JTA) — President
Theodor Heuss of the Federal
German Republic and Chancel-
lor Konrad Adenauer greeted
the Jews of Germany in spe-
cial Rosh Hashanah messages.
The President used the occa-
sion to condemn anti-Semitism
and neo-Nazism as "political
pornography" while the Chan-
cellor extended his greetings
not only to Jews living in Ger-
many but also to "all those
whom an inhuman system
drove from our Fatherland."
Both • German leaders pointed
with particular satisfaction to
the increasing consolidation of
the Jewish community in this
country. Dr. Heuss urged Ger-
many to remain vigilant "lest
the civic rights which it pro-
claims are ridiculed and abused
by the foes of freedom." Dr.
Adenauer expressed the hope
that Germany Jewry "will soon
occupy, within the world Jew-
ish community, the place that
is its rightful due."
