The plan for a world organi-
zation, as outlined by Hyman,
would be accomplished in two
stages; a two-year experimental

phase for consultation on prob-
lems and common considera-
tion; and 2. a decision after this

period as to whether a perma-
nent world body 'would be
formed.
Its goals would be: 1. a demo-
cratic organization based On
representation from Jewish
communities throughout t h e
world; 2. executive organs au
thorized and equipped to speak
and act on matters of common
concern; and 3. participation not
to affect the autonomy of the
separate groups nor to interfere
with domestic political affairs.
The statement goes on to at-
tack specific objections raised
by the AJ Committee regard-
ing formation of such a body,
including a denial that it would
give the impression that "Jews
throughout the world formed a
cohesive political unit."
Hyman also denounces sug-
gestions that such a body would

speak on every issue for all
Jews. He points out that a

world organization would seek
to act justly on matters that
constituent groups feel a com-
mon approach or common course
of action is desirable. It will
speak for the communities, its
organizations and members.
The WJC spokesman accuses
the Committee of "conjuring up
the twin phantasies of Jewish
nationalism and dual loyalty
and also charges that, while the
AJC denies the right of a per-
manent global body to enter
into specific issues; it does not
deny itself the same privilege.
Hyman concludes by accusing
AJ Committee leaders of want-
ing to keep "Jewish organiza-
tional life fragmented in order
to enhance its own position as
an apparent spokesman for the
Jewish people."
