his appointment. Miss Esther
Herlitz, now Israel Consul in
New York, was 29 when ap-
pointed First Secretary of
the Israel Embassy in Wash-
ington.
Today in the kibbutzim it is
understood that life here must
be begun by the young, not by
the middle aged. This is par-
ticularly true of the frontier
settlements, where hard toil is
compounded by the dangers of
Arab infiltration and attack.
In a youth center in Haifa,
supported by the municipal-
ity, I saw the intellectual
counterpart—some two score
of young children burying
their heads in books. "This is
our librarian," said the direc-
tor, pointing to a 9-year-old,
who was checking books in
and out and replacing them
unerringly on neatly stacked
shelves.
In America we tend to ne-
glect the development of lei-
sure-time activities for young
people. Today a tidal wave of
teen-agers is seeking admission
to the Bnai Brith Youth Or-
ganization and to other agen-
cies, and we are not prepared
to serve them. If more of us
had the opportunity of seeing
Israel's emphasis on youth, we
would be mor. generous in our
support of youth programs in

this land.

a means of advancing their
programs and not as program
itself, it was reported by 85
social scientists, communications
specialists and community re-
lations experts.
The report is contained in an
88-page pamphlet titled "The
Use of the Mass Media of Com-
munication for Community Re-
lations Purposes," released in
New York by Bernard H. Tra-
ger' chairman of the National
Community Relations Advisory
Council.
It was drawn up at a three-
-day conference last January,
held under the auspices of the
Committee on Reassessment of
NCRAC. Irving Kane, of Cleve-
land, is chairunan of the com-
mittee.

This hustling and bustling
little country of Israel, which
I had the privilege of visiting
recently, is largely the product
of youthful brains and youth-
ful hands. It was the blood of
young people that sealed the
fate of the new nation in the
war for liberation. Youth con-
quered the desert, drained the
swamps, tilled the fields, and
carved out of ancient stone the
most modern cities of the Near
East. Here, at the crossroads of
the East and the West, young
people are erecting a beacon
of democracy that will yet il-
lumine the primitive darkness
of surrounding lands.
The first chief of staff of the
Israel Army, General Yigael
Yadin, was only 32 years of
age at the time of the fight for
independence. Of Fds five chief
colonels, who played. a decisive
role in determining strategy
and tactics in the war with the
Arabs, three were under 30.
Yadin was succeeded by Gen-
eral Mordecai Makleff, also 32.
Ahron Remez, chief of the Is-
raeli air forces for several
years, was 29. M. Lirnor, for a
time commander in chief of the
naval forces, was 26. The chief of
the Palmach—the striking force
of the army—was 27. The Ha-
ganah—and later the army of
Israel which stemmed from it
— was full of young people,
with youngsters of 16 and 17
fighting in the field, working
behind the lines, acting as cou-
riers and nurses.
