Byroade Is Blamed for P olicy Leak to Nasser

New Morocco ORT Program

NEW YORK, (JTA) — Henry
A. Byroade, then American Am-
bassador to Cairo, was person-
ally responsible for disclosing
to President Nasser of Egypt
the fact that Washington was
about to change its policy to-
wards that country, Simon
Malley, an Egyptian correspon-
dent, charged following his re-
turn from Cairo where he inter-
viewed Col. , Nasser.
Writing in "The Reporter,"
the correspondent quoted Nasser
as having declared that Am-
bassador Byroade had warned
him in advance that Assistant
Secretary of State George V.
Allen was carrying a message
to him that "contained some-

Egyptian pride and dignity."
Nasser further - quoted "the
American Ambassador" as add-
ing that the message brought
to Cairo by Mr. Allen "would
not lead to any practical effect
or serious consequences."
The Egyptian dictator aired
the incident about the Allen
mission in the course of the
speech he delivered at Alex-
andria announcing Egypt was
nationalizing the Suez Canal
Company and taking control of
the waterway. The State De-
partment translation of this
speech quoted Nasser as attri-
buting the information to "a
high American official." But in
the Arabic text of the speech,
a facsimile of which the corre-
spondent publishes, the refer-
ence is to "the American Am-
bassador."
The correspondent quoted Mr.
Allen as saying subsequently:
"I am confident that neither Am-
bassador Byroade nor any other
official tried, through conver-
sations with Nasser, to sabotage
my mission to Cairo."
As Assistant Secretary of
State for Near Eastern Affairs,
Mr. Byroade was generally cred-
ited with being the "architect"
of American Middle East policy.
He left the State Department
desk to serve as ambassador in
Cairo and was succeeded by Mr.
Allen.
The Czechoslovak - Egyption
arms deal and the subsequent
Egyptian recognition of Red
China spelled the failure of the
Byroade policy, and the envoy
was subsequently transferred to
the Union of South Africa. Mr.
Allen was transferred from the
Department to the ambassador-
ship to Greece.

Kefauver Issues
New Year Message

LONDON (JTA)—Claims by
some Welsh Nationalists to in-
clude the border country of
Monmouthshire--which lies be-
tween England and Wales—
under Welsh administration have
been given a new name here.
Their claim to the area, whose
population is a mixture of
English and Welsh, is now
known as—Welsh Zionism!

issued the following New Year
message to American Jewry:
"On the threshold of your re-
ligious New Year 5717, I extend
to all Americans of the Jewish
faith my sincere wishes for a
year which will bring lasting
peace.
"I am fully cognizant of the
great debt our Republic owes to
the principles of the Mosaic
Code and to the utterances of
the Hebrew prophets. Their
vision of a family of nations liv-
ing side by side in brotherhood
is still our vision and hope to-
day.
"As you enter your synago-
gues and temples this Rosh
Hashanah to pray for the wel-
fare of our country and for the
peace of the world, pray also
that we who have inherited the
mantle of leadership be guided
and inspired by the Almighty
always to lead with wisdom and
justice. Pray that we use our
power wisely and our resources
judiciously to retain our moral
leadership at home and in the
concert of nations.

Liberia Willing to Admit
Jews from North Africa

NEW YORK (JTA) — United
Hias. Service reported an offer
from the Liberian government
to admit Jewish specialists and
craftsmen from North Africa
seeking admission to new .coun-
tries.
The report was issued on the
basis of information brought by
Dr. Henry Shoskes, overseas
representative of the organiza-
tion, who just returned from
Liberia where he was decorated
by the government.
