Urge Sweeping Change
In Security Programs

A committee of prominent,
practicing lawyers from New
York, Washington, New Or-
leans, Chicago and Los Angeles
unanimously advocated sweep-
ing changes in the Government's
personnel security programs.
The Special Committee on the
Federal Loyalty-Security Pro-
gram of the Association of the
Bar of the City of New York
said that under its recommenda-
tions, the "national security
would be adequately protected
and no reasonable citizen' could
feel that this was being achieved
at the sacrifice of basic prin-
ciples of American liberty and
sense of fairness."
The. committee supported its
recommendation by a detailed
description and analysis of the
five security programs that now
cover some 6;000,000 civilian
employees both of the Govern-
ment and of organizations that
contract with the Government.
The findings and recommen-
dations were published in a 300-
page book, "Report of the Spe-
cial Committee on the Federal.

City of New York," published
by Dodd, Mead and Co.
