this week that, together with
several Democratic -members of
Congress, she proposes to pre-

blockades and boycotts in the
Near East.
Those who already have
joined with her in this effort
include Rep. Thomas Dodd

A Touch of Irony

Jewish Woman Heads
Delegation Welcoming
Iraq's King to London

LONDON (JTA)—The mag-
nificent welcome accorded King
Feisal of Iraq as he arrived here
on a formal visit of state was
not without its touch of irony.
A handsomely printed address
of welcome was presented to the
monarch by a delegation from
the London County Council,
headed by Council chairman
Mrs. Norman Bentwich, a Jew
and wife of the Anglo-Jewish
leader Prof. Norman Bentwich.
King Feisal does not permit
British Jews—nor Jewish citi-
zens of any other country—to
visit his country or even to
touch down in a plane en route
to another country.

treaties to give effect to that
declaration and by making 'de- .

"We shall work, both in and
outside the United Nations, to
promote negotiations between
Israel and the Arab states to
bring about an Arab-Israel peace
settlement based on mutual
agreement," the proposal con-
tinues. It offers to . promote a
program for the resettlement of
Arab refugees, it condemns dis-
crimination against American
citizens — apparently referring
to the bias practiced against
American Jews in Arab coun-
tries — and to oppose boycotts
and blockades — referring here
to the blockade of Israel ship-
ping in the Suez Canal area by
Egypt.

In a speech delivered last
week, in the:17.S. House of Rep-
resentatives, during the debate
on the mutual security appro-
priations bill, Congressman John
D. Dingell pleaded for military
aid for Israel and took occasion
to deplore the imbalance of
military conditions created by
Soviet arms being sent to Egypt.
Congressmen Bennett, Don-
dero, Hoffman, Johansen, and
Thompson were the Michigan
members of the House of Rep-
resentatives who voted against
the mutual security act.
In his speech, Rep. Dingell
said:.
"I note with some satisfaction
that there is provision for aid
to Israel in the mutual security
appropriation bill now before
us. I note that Israel is to re-
ceive technical assistance. Israel
is our friend, and that is good.
"I note that the Middle East,
Egypt, Israel, Jordan, Lebanon,
and Libya are to receive some
$63 million in development as-
sistance. I see that the amount
• to go to each of the several
countries is listed as classified.
I am pleased that Israel is to
receive this aid, but I find it
distasteful to see American
funds flowing into areas where
they do America and its friends,
among them Israel, no good.
"I regret very much that we
are still bidding against the So-
viet Union .to see whose aid
Egypt- is to accept. I feel that
that is a bad thing for any in-
telligent person to do, and worse
for us, an enlightened country,
to do. I am sure that the Egyp-
tians will not thank us for it
