In leveling the charges against
the U.S. Government in a unan-
imously-adopted resolution by
its top policy-making body, the
AJC declared that protests to
the State Department over a pe-
riod of many months had
proved unavailing.
A major shift in tactics of
organized hatemongers—which
could have sharp political rep-
ercussions. in the forthcoming
presidential election campaign
—was reported to the AJC:
The report, released by Irv-
ing M. Engel of New York, AJC
president, based on data gath-
ered by AJC's. 14 area offices
throughout the United States
during the past six months,
identified the major shift as the
concentration now .by bigots on
political grievances of sincere,
ultra-conservatives. This change
in emphasis, says the report,
• follows unsuccessful attempts
by bigots to infiltrate the Re-
publican or Democratic party.
In an effort to thwart what it
calls "the danger from a possi-
ble coalition of bigoted agita-
tors with political dissidents
among the ultra-conservatives,"
the AJC urged a three-fold de-
fense on national and local lev-
els, including voluntary citizens
committees to monitor political
campaigns against bigotry. The
AJC stressed that it was not
calling for censorship, but
rather was alerting American
voters to a potential danger.

tutional rights of its own citi-
zens by capitulating to Arab
demands that this country
single out Americans of one
particular religous group and
impose sanctions against
them, is the charge made by
the American Jewish Com-
mittee in a 26-page brief pro-
testing- against the State De-
partment's failure to effec :
tively guarantee the integrity
of American passports when
carried by American Jews.

Replying to the initial ques-
tion on the matter, the Presi-
dent said that he had known
that "certain of oar agreements
