U.S. Experts Urge Israel
Start Jordan River Project
WASHINGTON, (JTA) — Dr.
Abel Wolman, chairman of an
American board of consultants
on irrigation development in
Israel, told a press conference
that work on Bnot Yaacov pro-
ject in developing the Jordan
River waters was not in con-
flict with later implementation
of the Johnston water develop-
ment plan proposed by the
United States. He said that if
for political reasons joint Arab-
Israel development agreement
cannot be achieved, each coun-
try should go ahead on its own
to work toward the Johnston
plan concept.
The board of consultants, hav-
ing' reviewed the master plan
prepared by J. G. Cotton, noted
U. S. -water engineer, reached
the conclusion that: "The pro-
posed Jordan River develop-
ment,•based on the Gesher Bnot
Yaacov diversion, is not in con-
flict with our understanding of
the regional plan and the alloca-
tions of water generally known
as the Eric Johnston plan. The
board has assured itself that the
plan it has considered 'conflicts
in no way with the legitimate
development of water resources
of the neighboring states in the
basin.
"Should the proposed Jordan
River diversion- scheme be con-
structed by Israel prior to a
regional agreement, the board
sees no difficulty in incorporat-
ing that system in its entirety
within the framework of and
without detriment to the re
gional plan, if adapted at a
later date," the American ex-
perts said in their recommen-
dations. "No justification has
been found for allowing the
waters in question to flow
wastefully into the sea. Each
of the- countries would benefit
from putting into force the pro-
posals of Ambassador John-
ston."

The annual fund-raising dance

Shirnshon Arad, Israel Envoy, Speaks Here Thursday
Shimshon Arad, First Secre-
tary of - the Israel Embassy in
Washington, will address the
executive board of the Detroit
Israel Bond Organization, next
Thursday, 8:30 p.m., in the board
room of Temple Israel.
Irwin I. Cohn, recently-elect-
ed chairman of the local Israel
Bond movement, announced that
plans will be outlined at this
meeting for the forthcoming
drive for the sale of Israel
Bonds.
Israel's current political, mili-
tary and economic positions will
e outlined by Mr. Arad.
Born in Tel Aviv, in 1923, Mr.
Arad, upon his graduation from
high school, joined the British
army in 1941 and served with
the Jewish Brigade in Egypt,
Italy and Western Europe. After
the war he became editor of the
Brigade's Hebrew newspaper,
"Hachayal," published in Brus-
sels. Later he became editor of
"Sefer Hahitnadvut."
In 1948, Mr. Arad joined the
Israel delegation to the Unit 2d
Nations and served with it until
February.1952. He studied inter-
national relations - at the New
School for Social Research in
New York, from which he was
graduated in 1951.

In the light of Israel's criti-
cal situation, the National Wom-
en's Division of Israel Bonds
has set a goal of 10,000 Sponsors
for 1956, to ensure an added
$10,000,000 in investment dollars
to advance Israel's economy.
Mrs. Philip Helfman, National
Sponsor chairman • for the De- .
troit Women's Division for
Israel Bonds, announced that
the goal for Detroit is the en-
rollment of 300 women.
Mrs. Helfman said that _to
date 60 Detroit women have en-
rolled as National Sponsors for
1956. "Some of these women are
new purchasers of $1,000 Israel
Bonds, while many others have
re-enrolled for their second and
third consecutive year," she re-
ported.
Each 'woman who purchases a
$1,000 Israel Bond will be pre-•
sented with a beautiful broach
to wear as evidence of her par-
ticipation in the Israel Bond
drive.
Frederick Bassoff Plays
In Wayne U.'s `Volpone'

Fredric M. Bassoff, son of Mr.
and • Mrs. Arthur Bassoff, of

principal roles in Ben Jonson's'
"Volpone," which plays at the -
Wayne University Theater to-
day and Saturday. Curtain time
is 8:30 p.m.
A freshman speech major,
Bassoff has appeared previously
for Wayne Theater in "The
Time of Your Life" and "The
Emperor's New Clothes."
He has done theater work for
the Davison Jewish Center, and
has written shows for Bpai Brith
and Hillel Foundation. He cdr-.
rently is pledging Alpha Epsi-
lon Pi fraternity. _

"Volpone" is one of Jonson's
finest plays, and was produced
in the year 1605. Jonson was a
contemporary- of Shakespeare,
and was one of his few rivals.
In November 1952 he was ap-
pointed chief assistant to the di-
rector of the United States Di-
vision of the Israel Ministry for
Foreign Affairs, and last March
was appointed to his present po-
sition at the Embassy in Wash-
ington.

The board of governors of the
Israel Bond Organization will
meet at 9:30 a.m. Sunday, May
20, at the Waldorf Astoria Hotel,
New York, it was announced by
Dr. Abba Hillel Silver, of Cleve-
land, national chairman of the
