Dulles Amenable to Soviet Hole in Middle East

Union appreciates the actions of
Great Britain and FranCe which
have contributed to the solution
of ,problem on a basis of inde-
pendence and sovereignty of the
above mentioned countries."
The statement mentioned all
newly-independent countries of
the Near and Middle East and
then added: "The Soviet govern-
rnent believes that Military con-
flicts in the Near and Middle
East can and should be avoided
and it is in the interest of the
the entire Middle. East not to
enter into hostilities." At the
same time the Soviet statement
said it "considers it unjust and
unlawful to attempt to use the
Arab-Israel conflict as an excuse
to intervene in international af-
fairs of the Arab countries and
to establish bases on territory
in the Middle East.
No offender was mentioned
by name, but earlier statements
left little doubt that the United
States was meant.
These three- major points
were made in Tuesday's state-
ment:
"1. The Soviet Union con-
siders that measures should be
taken in the near future to les-
sen the present tension in the
area of Palestine without exter-
nal intervention which •contra-
diets the will of the Near East-
ern states and the principles of
the United Nations.
"2. The Soviet Union calls up-
on interested countries to re-
frain from any action capable
of leading to sharpening of a
situation along existing lines of
demarcation established by the
armistice agreement between
the Arab countries and Israel
and also to undertake necessary
efforts to improve the serious
situation of hundreds of thou-
sands of. Arab refugees who
have been deprived of their
hearths and means of subsis-
tence.
"3. The Soviet Union con-
siders that it is necessary in the
interest of -strengthening inter-
national peace and security to
work toward a stable peaceful
settlement of the Palestine ques-
tion on a mutually acceptable
basis, taking into consideration
just national interests of inter-
ested sides. For its part the So-

viet government expresses its
readiness to assist, together
with other states, in a peaceful
solution of unsettled problems."

Strong Pro-Israel
Plea by Churchill

Last week, Sir Winston
Churchill made this strong plea
in Israel's behalf, in a speech
in London:
"If Israel is dissuaded from
using the life force of their
race to ward off the Egyptians
until . the Egyptians have
learned to use the Russian
weapons with which they have
been supplied and the Egyp-
tians then attack, it will be-
come not only a matter of pru-
dence but a measure of honor
to make sure that they are not
the losers by waiting."

Dulles Welcomes
Move by Soviets

WASHINGTON — Secretary
of State John Foster Dulles
told a press conference Tues-
day that the United States
would welcome any genuine
Soviet move to back up United
Nations' efforts for a. Middle
Eastern peace. Emphasizing
that peace hopes were to be
found through the UN Security
.Council, Mr. Dulles said Rus-
sia _participates in the Council
and therefore has a measure of
participation in the Middle
Eastern solution.
'Mr. Dulles said he did not
yet hive the full official text
of the Soviet announcement
calling for an Arab-Israel set-
- tlement He said he would have .
to read "fine print" The Arab-
Israel settlement, he added,
was properly a matter for the
UN. It was through this chan-
nel, he indicated, the Soviet
Union could work if it was
truly interested in constructive
peace efforts.
No specific diplomatic proce-
dures were employed, Mr.
Dulles' said, in conveying Pres-
ident Eisenhower's most recent
Middle East statement to Rus-
sia. He noted that the state-
ment did call on all members
of the United Nations to sup-
port peace. efforts.
Mr. Dulles was asked by a
Canadian newspaperman for
his view of Israel's application
to purchase F-86 jet fighters
manufactured in Canada. The
Secretary replied that Israel
was aware - there was no inten-
tion on the part of the United
States to establish a worldwide

embargo on arms sales to Is-
rael. He added that America's
own policy' was based on rea-
sons "distinctive to ourselves,"
but was not necessarily a pat-
tern for the world.
Commenting on the mission
of Secretary General Hammar-
skjold, Mr. Dulles said he
thought it would be over-opti-
mistic to think that the main
problems were resolved. _He
said Mr. Hammarskjold thinks.
he has made-good progress, but
is by no means finished.
The first phase of Mr. Ham-
marskjold's work, Mr. Dulles
indicated, was to do away with
border fighting. Dulles said this
included measures to increase
the number of UN truce ob-
servers. He, said Mr. Hammar-
skjold made a good start but
that many matters remained to
be resolved.
Mr. Dulles sought to deny
that the 1950 Tripartite Dec
laration has been "downgrad-
ed." He said the United States
position was same as it has
been. The 1950 declaration, he
said, called for action consis-
tent with ,the UN Charter and
that the Security. Council had
a primary responsibility
Therefore, he said, the U. S.
now looks upon the Security
Council as a main instrument
for safeguarding the peace. He
emphasized the importance of
the Security Council and said
this was consistent with the
1950 Tripartite concept.
Reports have circulated that
Arab states wish to move
Security Council delibera-
- tions on the Middle East
from New York to Rome be-
cause of New York's Jewish
population and "pro-Israel"
• atmosphere. Asked for his
views of the transfer of the
Security Council site for
Middle East discussion, Mr.
Dulles said the U. S. position
was that it is a matter for
the Security Council to de-
cide. He pointed out that the
Council met in Paris and
London in the past and that
it it was the desire of Coun-
cil members to meet in
Rome, the U. S. would not

civil liberties in the United
States.

pute. He then cited offers of
assistance by the U..S. to the
UN in his Aug. 26 speech, .

tee and a loan to aid Arab
refugees.
Mr. Dulles said the U. S.
heard some reports that Egypt
was receiving submarines from
Russia but did not know for
certain if such arrangements
were actually made or 'carried
out.
Asked to comment on the
statement by the Yugoslavian
Ambassador that war can and
will be avoided in the Middle
East, Mr. Dulles said he would
agree to only one half of the
statement: war could be avoid-
