Eisenhower Greets Israel Independence Day

Soviet Russia Aspires to Role
In Middle East's Negotiations

Tsrael this week commenced its ninth year as a sovereign state with a display of strength
—with heavy guns rumbling along the streets of Haifa and . jet planes circling over the state's
major cities—Tel Aviv, Jerusalem, Haifa, Beersheba, Nathanya — in celebration of the eighth
anniversary of the declaration of independence.
The celebrations coincided with the Visit in Israel of United Nations Secretary General Dag
Hammarskjold, who received Israel's demands that he go beyond the efforts to enforce .a truce
but seek a permanent peace instead.
President Eisenhower cabled his congratulations on Israel's Independence D a y to President
Itzhak Ben Zvi and the people of Israel. The Eisenhower message stated: "I am happy to extend
to your Excellency and to the people of Israel on behalf of the people of the United States con-
gratulations and sincere good wisheS on this anniversary of the independence of Israel."
Many members' of Congress sent messages to Israel. Among those who delivered speeches
on thii occasion or extended their remark's in the Congressional Record w a s Congresswoman
Martha Griffiths, of Detroit, who declared: "This country should have no course but to pursue.
a policy which will prevent the destruction of Israel. . . The interests of peace are truly the
interests of America. The bonds between this country and Israel are those of democratic people
and related cultures. It is a source of pride to salute Israel on this eighth anniversary of her
independence."

Meanwhile Soviet Russia again has appeared on the scene with a call to both Israel and
the Arab states to settle their conflicts on a mutually acceptable basis, thus indicating she
aspires to play a leading role in discussions on problems in the Middle East."

MOSCOW—The Soviet Union Tuesday called on Israel and the Arab states to set-
tle their conflicts on a basis acceptable to both sides. The USSR Foreign Ministry
statement was released on the eve of the arrival of Soviet Premier Nikolai Bulganin
and Communist party leader Nikita Khrushchev in England for talks with British .
leaders. The statement was issued at a hastily summoned news conference in t h e
Soviet Foreign Ministry.
Russia offered to join other governments in an effort to reach a solution of the
Middle East turmoil and said she would support a n y . United Nations action to
"strengthen peace in Palestine:"
She thus indicated a de&tre to have a stake in Middle East affairS.
Aussia called on both Israel and the Arab states to refrain from border incidents
along their frontiers and to improve the situation of hundreds of thousands of Arab
refugees. The statement appeared to reverse any idea the Arab states might have had
that they could count on automatic Soviet support in their struggle with Israel. It
also answered repeated public expressions by Western leaders urging the SOviet .
Union to use conciliatory inflUence in the Middle East.
Diplomatic hope for good results from. talks in Britain between British Prime
Minister Eden and Russian leaders soared in the wake . of the statement.
Diplomats regard the statement as clearing a path for discussions in London on
the subject of the Middle East—which has exploded into the world's Number One
international problem. The statement Said: "The Soviet Union consider§ that it is
necessary in the interest of Strengthening international peace and security to work
toward a stable and peaceful settlement of the Palestine question on a mutually ac-,
Ceptable basis, taking into consideration just national interests of the interested sides.
"For its part, the Soviet government expresses its willingness to assist, together
with other governments, in a peaceful solution of the unsettled problems."
The preamble of Tuesday's statement blamed increasing tension in t h e Middle
East on the formation of pro-Western military blocs, such as the Baghdad 'Pact
which- it called an effort to restore colonialism.
It called these blocs "contrary to the spirit of the United Nations." However, it
went out of its way to praise Britain and France for their post-war moves to assist.:
the developMent and independence of the Near East region. It said: "The SoViet

The meaningful and amusing cartoons, on the left, by Dant Gelbart, brilliant
young Israeli artist, tell America how the people of Israel see themselves and their
problems as they . begin their ninth year of independence and statehood.
Gelbart has his studio in Alonim, , a kibbutz near Haifa. Before settling in Israel
he was active in Youth Aliyah work in Germany and other. areas and undertook im-
portant special assignments in rescuing reftigees both in the Hitler and post-war eras.
He seeks to cement a. common bond between the Jewries of Israel and America through
humor.
His descriptive drawings call attention to the rnajof cause that assists Israel in
the' present crisis: the United Jewish Appeal, chief beneficiary of the Detroit Allied
Jewish Campaign.
The Detroit drive for the record suin of $5,350,006 is expected to wind up victo-
riously at
concluding campaign dinner, 'next Tuesday, at Hotel Statler, with Simon
E. Sobeloff, Solicitor . General of the United' States, as guest speaker.
