This is documented in a fact
sheet, "The Jews Under Stalin's
Successors," published by the
American Jewish Committee.
Irving M. Engel, AJC presi-
dent, who made the fact sheet
public, said that it emphasizes
"the falsity of an article dis-
tributed last July by the Soviet
delegation to the United Nations
which insisted that Jews had
full religious freedom in Rus-
sia."
The :American Jewish Com-
mittee sent copies of the fact
sheet to Chairman Walter F.
George (D., Ga.) of the Senate
Foreign Relations Committee
and. Chairman James P.
Richards (D., S.C.) of the House
Foreign Affairs Committee "as
a public service to remind
Americans that Soviet propa-
ganda about respect for human
rights is not matched by its
daily practices."
Although.the last three years
have seen "signs of leniency
towards Russia's ethnic, religious
and cultural groups," the AJC
fact sheet says that "this easing
has not been extended equally
to Jews."
The specifk charges against
Soviet Russia by the AJC are.

1. Religious freedom for Jews still
is sharply restricted and the main
provisions of the 1929 Soviet decree
against religious organizations re-
mains in force. Although some syna-
gogues have been reopened and Jew-
ish prayerbooks • are reported to be
in print again for the first time in
39 years, "the true measure of reli-
gious freedom in the Soviet Union"'
is the 1929 decree with its strict limit-
ations."
2. Soviet Jews are not allowed
even the limited cultural freedom
-allowed to other groups. They cannot

All known
rested and deported in 1948, and
man3k of them were killed, or died in
jail or penal camps. A few survivors
were recently released.
3. Most of the Jews unjustly de-
tained since the height of the Rus-
sian anti-Semitic drive in February
1953 are still imprisoned, although
the Soviet leaders have admitted
publicly that the charges against the

Canada Lifts Ban on
Arms Sales to Israel

OTTAWA (JTA)—A lifting of
the ban on arms shipments to
Israel was announced in the
Canadian House of Commons by
Prime Minister Louis St. Lau-
rent. The prime minister re
vealed that the' cabinet had re-
leased three shipments worth
about $165,000 and had two oth-
ers under advisement. The cabi-
net's action followed the release
abbut 10 days ago of 12 Har-
vard trainer planes for Egypt.
Mr. St. Laurent said that the
three arms applications released
for shipment were: spare parts
for Sherman tanks, worth over
$136,000; less than 2,000 rounds
of 25-pound artillery ammuni
tion worth $30,000, and 40 elec-
tronic devices, worth about
$1,200. He said- the shipments
were the remainder of a $565,000
order placed in 1954. The other
items had been delivered. If
and when a decision is made on
the two new Israeli applications
currently under consideration
by the cabinet, "an immediate
announcement will be' made,"
the prime minister pledged.

attempt to re-educate the population,
still infected by Government-spon-
sored 'anti-Semitic campaigns of the
recent past. "In the armed forces,

fact sheet reports, "discriminatory
policies introduced by secret Commu-
nist Party instructions in the late
forties and early fifties are still ob-
served."
5. The government ban on Jewish
emigration to Israel remains in force,
although a few persons, mostly eld-
erly, have been allowed to leave.
