Germans Arrest Former Bavarian
Chief Rabbi; To Parole Murderer
BONN, (JTA) — The sum of
$60,000,000 is allocated for Israel
reparations in the Federal budget
for 1956-57 submitted by Finance
Minister Fritz Schaeffer to the
West German Parliament for ap-
proval. The same amount was in-
cluded in' the budget for the cur-
rent year, but nearly three times
as much as this year is asked for
indemnification and restitution
payments in the new budget,
which would enter into effect
next April.
In spite of her unprecidented
economic boom, West Germany
is for the third time in succession
taking advantage of an escape
clause in the reparations pact
permitting her, as a last resort,
to hold payments for reparations
deliveries to a rock-bottom mini-
mum of $60,000,000 per year. The
reparations agreement sets. $74,-
000,000 as the "normal" rate.
With respect to indemnification
and restitution, allocations have
been substantially increased.
Specifically, $95,200,000 is set
aside for disbursements under the
Federal Indemnification Law for
individual victims of Nazism,.
compared to $38,000,000 in this
year and $16,000,000 in 1954-55.
Since the law dealing with the
restitution of identifiable Jewish
property confiscated by the for-

tion, $35,700,000 have been ear-
marked for this purpose, as
against only $7,000,000 in the
current year.
Pensions for nearly 2,200 for-
mer German rabbis of communal
officials are expected to cost $3,-
900,000, an increase of $1,000,000,
For crippled victims of Nazi
experiments, $50,000 will again
be made available. A new item is
the $400,000 provided for opera-
tion of the International Tracing
Service, which maintains the
Arolsen concentration camp ar-
chives.
Ohrenstein Protests Arrest
On Charge of Attempted Flight

Chief Rabbi of Bavaria, Dr. Aron
Ohrenstein, was arrested here on
charges of attempting to flee the
country while under a one-year
sentence for fraud.
Rabbi Ohrenstein, who has
been abroad any number of times
since his original conviction in
1952 and two subsequent appeals
to the German Supreme Court,
had purchased a one-day round
trip ticket to Zurich, where he
was going on business. When

agents, he protested that he car-
ried nothing but a brief case with
papers and about $50 in cash and
that the German authorities ap-
parently had no fears of his be-
coming a fugitive since they had
never revoked his passport.
His imprisonment, in effect,
means that he has begun to serve
his one-year sentence despite
new legal moves he initiated to
upset the court ruling handed
down at KarlSruhe.
Nazi Who Killed 25,000
Jews Gets Mild Sentence
BOCHUM, Germany, (JTA)-
After finding the former com-
mander of the Stutthof concen-
tration camp, SS Lt. Col. Paul
Werner Hoppe, guilty of having
been "an accessory to murder in
hundreds of cases," a German
Court of Assizes here sentenced
him to five years and three
months at hard labor, with time
spent in pre-trial custody to be
deducted.
An SS guard who served as
"camp medical orderly" and was
in charge of regulating the poi-
son-gas flow to the Stutthof gas
chamber, Otto Karl Knott, was
sent to jail for three years and
three months for having contrib-
uted to the murder of "at least
50" inmates. In his case, too, the
court ordered time spent in pre-
trial custody to be deducted. He
was pelinitted to return home
after the verdict. Pending a de-
cision on the appeal both are ex-
pected to file.
A third defendant, camp phy-
sician Dr. Otto E. Heidi, commit-
ted suicide the night after the
first of the prosecution witnesses
began to testify. Under the pre-
tense of performing medical du-
ties, he had given lethal injec-
tions to hundreds of Jewish in-
mates. In recent years he was
a general medical practitioner in
a small Bavarian town.
Recommend Nazi for Parole
WASHINGTON, (JTA)—A pa-
role is being considered for Nazi
SS Col. Joachim Peiper, com-
mander of the "Blowtorch Bat-
talion" which burned Jews to
death.
Col. Peiper's record was ad-
judged so bad that he was orig-
inally sentenced to death by a
U. S. court. After a series of
clemencies highlighted by the in-
tervention on his behalf of Sen.
Joseph R. McCarthy, Wisconsin
Republican, Col. Peiper, was ‘re-

"Christmas parole" this month.

into the offices of the Jewish
Documentation Center here and
destroyed important files and re-
cords. They also smashed a type-
writer with Hebrew characters
—leaving untouched three type-
writers with Roman characters—
evidently to point up their anti-
Semitic intent.
The Center is sponsoring the
erection here of the Tomb of the
Unknown Jewish Martyr, com-
memorating the memory of the
6,000,000 Jews annihilated by the
Nazis. Recently, the organization
also published a book exposing
anti-Semitism rampant in France
under the Vichy regime during
World War II. The book had
aroused considerable displeasure
among French fascist elements.

Asks Lifting of
Anti-Jewish Laws
BUENOS AIRES (JTA) — Re-
quests to end various anti-Jewish
practices, long in force here,
were made this week to Presi-
dent Pedro E. Ararnburu by
D A I A, central representative
body of Jewish organizations in
Argentina.
The requests include permis-
sion to use the Yiddish language
at public meeting without ad-
vance permits from the police;
lifting of the ban against Jewish
medical students and their in-
terning in Argentine hospitals,
and lifting of the ban against
Jewish immigration into this
country. They expressed hope
that compulsory Catholc teach-
ing will not be reinstated in the
public schools.
The organization asked the
government to ban publication of
"Der Weg," anti-Semitic Gelman-
language monthly, and called the
government's attention to the
fact that Hitler's "Mein Kampf"
is still available in book stores
in this country.
