"It is a . complete distortion to
imply that the Government Of
Israel is not ready to enter peace
negotiations and that it has to be
prodded into it. On countless oc-

on such a basis.
"At the same time, the Govern-

she is opposed to any territorial
concessions. Israel does not sub-
mit prior , conditions to direct
negotiations with Egypt or any
other neighboring state, and it is
an untruth to talk about prior
conditions on Israel's part in this
respect. The Israel Government,
however, rejects absolutely the
fixing of prior conditions by
would-be mediators who ask that
Israel should agree to cessions of
territory—as was done in Sir An-
thiny Eden's declarations."

Mr. Macmillan rejected Mr.
Zilliacus' suggestion that Britain
was forcing Israel to make terri-

force by" the Arabs, contrary to
the United Nations Charter. He
said that members on both sides
of the House were "keenly anx-

Asked whether Britain would re-
fuse to supply arms to countries
which get weapons -from the
Soviet bloc, he replied negatively
because Britain was not in a posi_
tion to enforce any arms embargo
since it no longer had a dominant
role in supplying arms to the
Middle East.

Because of the "improvement"
in the situation and the desire to
avoid jeopardizing it by an "arms

hasty action would be avoided
on Israel's arms list. The list is
now under consideration by the
State and Defense Departments.
A concensus of opinion among
sources in the government was
that action on the list, whether
affirmative or negative, could not
be expected until early 1956. It
was pointed out here that the
United States is on the verge of
improving relations with Egypt
through American assistance on
the construction of the "high
